Are you looking for a senior data analysis job where you will help improve the United States' national security? Do you have data analysis or telephony experience? 

We seek a senior data analyst in Falls Church, VA, to support Government Emergency Telecommunications Service (GETS) and Wireless Priority Service (WPS) operational data analysis and performance reporting for the Department of Homeland Security (DHS)'s Priority Telecommunications Services (PTS) program. PTS, run by the Emergency Communications Division (ECD), serves the National Security and Emergency Preparedness (NS/EP) community by providing priority voice, video and data communications to the NS/EP community in times when the public telecommunications networks are experiencing stress due to natural or man-made disasters. The ECD’s PTS mission is to ensure NS/EP users have a high likelihood of successful communications when public telecommunications networks are experiencing congestion of up to 25 times their normal load. 

If chosen for this position, you will become a critical member of GDIT’s PTS Performance Assessment team. We are a four-person team looking to expand to handle an influx of new work. GDIT is the prime contractor for the PTS program and provides engineering, operations, and software support to the program. 

Job Duties and Responsibilities

  • Identify and coordinate Wireless Priority Service (WPS) VoLTE and Government Emergency Telecommunications Service (GETS) Operational Measurement (OMs) and Call Detail Records (CDRs) that telecommunications service providers (“carriers”) send to GDIT 
  • Generate documentation/specification/requirements for the WPS VoLTE data 
  • Review and comment on technical specifications from equipment vendors and documentation generated by carriers   
  • In coordination with the carriers, to include test conduct, develop and maintain mapping tables to identify the OMs and the CDR call dispositions to as “Success/Fail/Error”  
  • Generate the numbers and charts for monthly reports for each carrier  
  • Develop calculations for Key Performance Parameters (KPP), from the data delivered by the carriers 
  • Create and analyze monthly reports 
  • Investigate and document any anomalies, including performance data spikes and dips; identify, track and report performance trends through data analysis; KPPs not meeting target numbers; carrier network nodes not reporting data, etc. 
  • Generate trouble tickets and process updates through remediation 
  • Prepare and present charts for Annual Performance Reviews (APRs), Quarterly Program Management Reviews (QPMRs), during Government-declared National Security and Emergency Preparedness (NS/EP) events, and in response to ad hoc requests 

Qualifications 

  • Required - Bachelor’s degree in Engineering, Information Systems, Operations Research, or other related field and a minimum eight years applicable work experience
  • Preferred - Master’s degree in Engineering, Information Systems, Operations Research, or other related field and a minimum six years applicable work experience
  • Required – the ability to obtain a DHS Public Trust security clearance
  • Preferred – current or the ability to obtain a DoD Secret, or higher level, security clearance
  • Knowledge and experience in telephony (wireline networks, wireless networks and IP networks) technologies 
  • Knowledge or experience in wireline and wireless carrier call data analysis and reporting 
  • Knowledge or experience with Tableau data analytics and reporting
  • Knowledge or experience with Agile software development process 
  • Knowledge or experience with SQL Server Management Studio (SSMS)
  • Proficiency in the use of the full Microsoft Office 365 suite of productivity applications in a cloud environment
  • Experience with team collaboration using Webex, Skype, Zoom for Government  
  • Excellent interpersonal skills including written and verbal communications 
  • Ability to thrive in a dynamic, virtual work environment
