As a Program Sr. Director, supporting a USAF Department-wide End User Services, you will be trusted to initiate and maintain technical direction within broad program objectives directly related to design, development, integration, testing, and fielding of an Enterprise ITSM system, overseeing a department-wide Service Desk supporting an 800,000+ user base and managing a touch labor base at both CONUS and OCONUS sites. Additionally, this position will be responsible for a Service Catalog that will cover end user devices throughout the Department In this role, a typical day will include:
The candidate will drive the technical solution while providing oversight to a host of IT Operations in an agile environment.
Serves as the main point of contact for the Contracting Officer (CO), the Contracting Officers Representative (COR), the Government Program Manager, and the Contractors senior management.
Serve as liaison between the business and technical aspects of program and will be responsible for P/L of the business.
Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
Plan project stages and assess business implications for each stage including areas of new scope.
Monitor progress to assure deadlines, standards, and cost targets are met.
Experience with technical, contractual and resource issue resolution and related escalations.
Proactively manage SLA’s and related performance metrics to ensure contract compliance and to minimize risks.
Position will be on site in the DMV/DC metro area or Boston.
WHAT YOU’LL NEED:
A minimum of twenty (20) years of experience in project and program management (10 years on-site) including:
Possess a PMI Project Management Professional (PMP) certification or equivalent:
A minimum of ten (10) years of experience managing IT projects and programs of similar size, scope, and complexity – 500+ personnel, with revenue at least $75,000,000 annually.
Experience in supporting the USAF, or other military branch.
Experience managing an enterprise IT contract or TO consisting of 25,000-50,000+ users.
Experience managing an enterprise-wide contract or TO for End-User Services.
Experience managing remote teams or geographically dispersed personnel.
Experience with commercial cloud and enterprise focused service delivery.
Experience supporting a contract or TO responsible for adhering to DOD information security and personnel security practices.
Bachelors degree in related field.
Experience managing large-scale migration or integration efforts.
Shall have demonstrated experience in conducting project planning, resourcing, costing, monitoring, and reporting of contract performance.
Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
Must currently possess an active or eligible DoD Top Secret (TS) clearance, and eligible for TS SCI.
Desired Education and Experience:
Experience with enterprise ITSM Tools such as Service Now and BMC Helix
Certifications - 8570 Requirements - IAT II and Information Assurance Management - IAM Level 1
Experience managing an enterprise IT contract or TO consisting of 500,000+ users.
Experience supporting the USAF community with IT security requirements.
Advanced degree in business or computer science.
Demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management.
