For the Department of Homeland Security (DHS), GDIT provides enterprise IT services for DHS’s biometric identity management system (IDENT) and the Office of Biometric Identity Management (OBIM) to store, match, share, and analyze biometric and biographic data in support of DHS’s strategic mission. Specifically, GDIT performs operations and maintenance (O&M) of OBIM infrastructure components, production and non-production environments, and associated OBIM functionality and business systems. GDIT’s O&M services support break-fix of current OBIM functional capabilities, as well as security remediation activities and developmental engineering (such as prototyping new code or configurations of OBIM functionality). GDIT is looking for a senior level systems engineer with a strong background in managing subcontractor resources as a “working supervisor,” responsible for governance, planning, and management activities around biometric services, activities, and projects within the program. This critical position requires biometrics systems knowledge, effective planning, teamwork and collaboration, and experienced managerial skills. It also requires exceptional personnel leadership and motivational skills. Specific responsibilities include but are not limited to:
  • Manage subcontract staff engaged in providing biometric matching system services, solutions, and technical support
  • Analyzes functional requirements and design specifications for functional activities
  • Oversees biometric matcher subsystem performance and O&M activities, including identification/fixing of problems or issues within existing systems
  • Enhances the existing system performance and leads or participates in analysis of system performance
  • Responsible for understanding the needs of the customer within functional area.

Required Skills / Qualifications:
  • DHS HQ EOD required to start; must be able to obtain DHS Final Suitability
  • Bachelors degree and 8+ years experience in relevant fields                                                                                                                                                                                                                              
  • Management experience with biometric systems (e.g., Face, Fingerprints, Iris, etc)
  • Strong interpersonal communication skills, adaptable to changing priorities, and the willingness &  initiative to learn
  • Strong troubleshooting and IT problem resolution skills

Desired Skills / Qualifications:
  • Master’s Degree in computer engineering, systems engineering, computer science, information systems, or related field of study
  • 15+ years of related experience, with 10+ years directly relevant specialized experience in IT sector (preferably with large-scale IT and database systems comprised of a multi-tier architecture and the integration of highly complex commercial software products and custom code in C++, JAVA, and PL/SQL programming languages) and 5+ years in leadership
  • Expert level communication skills in writing and speaking with clarity                                                                         
  • Ability to communicate with project teams about project status and overall project vision
  • Ability to understand technology strategies and key components of biometric systems
  • Demonstrates principled leadership and sound business ethics
  • Applies appropriate metrics to measure and ensure value of efforts.
