Agile Program Manager/Task Lead

GDIT has an opportunity for a dynamic and collaborative leader to join our team supporting a Federal customer in developing new, and maintaining existing, software systems in an agile environment.  The position is located in Washington, DC. GDIT provides full software development lifecycle expertise for a variety of applications supporting a complex case management process that supports many thousands of users in a highly visible public-facing set of applications. Our services include program and project management, business requirements analysis, solutions architecture, software engineering, COTS/GOTS support and the development of new solutions as needed. As part of the program, GDIT supports the agency in all its Scaled Agile Framework® (SAFe®) and Development/Security/Operations (DevSecOps) methodologies, practices, and processes.

The successful candidate will be an experienced Project/Program Manager with a long track record of successful custom software delivery.  The PM/Task Lead is responsible for supervising all personnel, managing senior-level customer relationships, and overseeing delivery driving process and quality improvement. The successful candidate will be a change agent, not content with the status quo.  Additionally, the PM/Task Lead must be an expert in SAFe Agile delivery and able to implement best practices from past experiences.  Outstanding written and verbal communication skills are absolutely essential in this role.  The role requires the ability to successfully juggle priorities in a fast-paced environment with multiple concurrent work streams.  The successful candidate will thrive on the challenge and help the teams achieve a high degree of software development maturity.  Join our team!

Responsibilities:

• Establishing and implementing objectives for business or technical endeavors technology and other client agencies/organizations.
• Working with Government Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), and/or Government management personnel and client agency representatives.
• Effectively manage personnel while being accountable for the quality and timely delivery of all contractual items.
• Operating within client guidance, contractual limitations, and Company business and policy directives.
• Serving as focal point of contact with client regarding program activities. Ensures that all required resources including manpower, production standards, computer time, and facilities are available for program implementation.
• Managing program consisting of multiple projects including project identification, design, development, and delivery.
• Conferring with team to provide technical advice and to assist with problem resolution.
• Crafting and enforcing quality control programs.
• Leading projects that involve the successful management of multi-functional teams.
• Organizing, directing, and coordinating the planning and production of all contract support activities.
• With day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations
• Formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, procedures, and goals of the organization.

Required Experience:

The Task Lead shall organize, direct and coordinate planning and execution of all task activities. Required qualifications include:

• Bachelor’s degree in Computer Science (or related field), and 7-10 experience in the management of BPA calls of this type, which involves multiple tasks, changing priorities, timely actions, and experience with Agile methodologies.
• IT Management and leadership experience involving multiple stakeholders, complex integrations scenarios, and large project teams with diverse skill sets.
• Experience with technology solutions delivery and guiding technical staff with familiarity of Agile methodology.
• Best practices, Software Development Life Cycles (SDLC) methodologies, cloud technologies and architectures.
• Project Management Professional Certification (PMP), and 7-10 project management experience. Certified Scrum Master, SAFe Agilist, SAFe Practitioner, or equivalent certification(s) is a plus.
• Experience in key aspects of project management, including technical, financial, and communication.

Required Skills:

• Deep understanding of Agile processes and SAFe with at least three years of experience managing in an Agile (ideally SAFe environment).  Prior experience as a Scrum Master is a plus.
• Extensive understanding of modern software development architecture (n-tier, SOA, DevSecOps, etc.)  Prior experience as a Developer and/or Business Analyst is a plus.
• Experience using Agile Tools such as JIRA, Rally, or VersionOne.
• Experience supervising a large team (at least 50 personnel) in an agile environment.
• Demonstrated leadership in process improvement and innovation.
• Outstanding written and verbal communication skills.
