CITS (Communication and Information Technology Services) provides the full spectrum of enterprise communications and information technology services to support the critical missions of United States Africa Command (USAFRICOM) and the United States European Command (USEUCOM). The Chief Engineer is a leader on an enterprise communications, network, and cloud operations and modernization contract responsible for organizing, directing, and managing multiple complex and inter-related services and projects that often require managing teams of contractor personnel at multiple locations. Typically oversee all aspects of the service delivery, architecting the transformation solution and leading complex innovation/modernization projects. Identify, analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project.
In this role, a typical day will include:
Lead and guide matrixed project teams of engineers in a high op tempo environment for each AOR
Consult with Program Chief Architect, customer, and contractor personnel to formulate and review ITIL based task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations
Provide proposed solutions and rough-order of magnitude estimates for client requirements maximizing existing investments in infrastructure, training, and other decision criteria.
Manage and maintain contractor interface with the senior levels of the customer’s organization and building relationships with Senior Government officials based on mutual trust.
Serve as a liaison between business and technical aspects of projects. Plan project stages and assess business implications for each stage.
Communicating and coordinating with senior client leadership on the development of transition and transformation plans, providing business requirements direction, and removing any obstacles or conflicts/issues that impede the velocity and progress of project teams.
Partnering with customers to ensure that business needs are being met and that solutions are aligned with long term goals. Develop, evolve, and apply enterprise Knowledge Management capabilities to maximize collaboration and coordination across stakeholders and communities of interest to accomplish these objectives.
Analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project.
Monitor performance to assure deadlines, standards, and cost targets are met.
Produce or provide quality control over contract deliverables.
Assist the team and client with decisions based on long-term and short term aspects of the engagement
Facilitate change, knowledge and incident teams’ understanding the client environment and needs as priorities shift
Establish and maintain technical and financial reports, schedules, plans, and associated metrics to show progress of projects to management and customers, organize and assign responsibilities to subordinates; oversee the successful completion of all assigned tasks; and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business.
Track and manage risk across all activities
Experience Requirements: This position requires a minimum of 15 years progressive experience in managing/leading IT projects and programs, including experience with data centers and infrastructure programs, and using Agile software development and DevSecOps methodologies. Experience should include:
5+ years of experience managing IT Service Management (ITSM) projects and using Information Technology Infrastructure Library (ITIL) to standardize service delivery
5+ years of experience leading teams migrating applications to the cloud and virtualized environments
Develops advanced engineering ideas and guides their development into a final product
Drives scalability and operability of supported systems/infrastructure
Invents innovative ways to drive production operational efficiency
Experience gathering customer requirements for large complex services to develop solutions focused on long term goals.
Demonstrated written and oral communication skills, including experience in presenting material to senior Government officials
Strong experience (8+ years) working for a senior leadership client, participating in briefings, presentations, advisory sessions.
Experience in effectively managing cross-functional teams and/or servant leadership, managing conflict, and cultivating strong relationships.
Exhibits excellent listening skills and employs effective staffing retention and engagement strategies. Demonstrated ability to promote teamwork, compassion for people, and cultural and thought diversity.
Demonstrated experience in developing, maintaining, and presenting relevant and timely information to government and leadership through visualizations, dashboards, presentations, and other informing methods
Ability to live in Stuttgart Germany for a min of 1 year.
WHAT YOU’LL NEED TO SUCCEED:
A Master's degree (computer science/systems, information systems/technology, engineering/engineering technology, software)
DoD 8570.01-M certified to IAT-III with relevant Computing Environment certifications
Certified in ITIL 4 framework
US Citizenship and a current active DoD TOP SECRET Clearance; with SCI ELIGIBILITY
Ability to live in Stuttgart Germany for a min of 1 year.
