General Dynamics Information Technology is seeking an experienced Acquisition Category (ACAT) I, II, or III Acquisition Program Manager or Assistant Program Manager to provide consultation and assistance to the USAMRMC in the development of medical products and supporting acquisition plans and programmatic documentation. This position will support high-level work products for the USAMRMC’s Research, Development, and Acquisition Support Office (RDASO).
In this role, a typical day will include:
Being a key team member supporting working groups, Integrated Product Teams (IPTs),functional groups, and Product Managers (PdMs) with products nearing entry into or already in the DoD Acquisition System (Materiel Development Decision [MDD] thru Full Rate Production [FRP]).
Working closely with IPTs, working groups, and PdMs to prepare them for entry into the DoD Acquisition Lifecycle and assist them in navigating though the lifecycle. This includes consulting and advising IPTs and PdMs in the development of and during execution of their program acquisition strategies.
Assisting IPTs and PdMs prepare acquisition documents such as, Acquisition Strategies/Simplified Acquisition Management Plans (SAMPS), Acquisition Program Baselines (APBs), market research, business case analysis, and transition agreements.
Facilitating IPTs in conducting program risk assessments, and developing detailed program schedules and life cycle cost estimates.
Reviewing and assisting IPTs and PdMs in developing presentations to include annual program review briefs and Milestone decision reviews.
Checking IPT/PdM-developed acquisition program life cycle cost estimates, program schedules, risk logs, acquisition documentation, etc., for accuracy, sufficiency, and compliance with DOD and Army regulations/policy. Advise USAMRDC SES/GO level leadership of the findings.
Entering select acquisition program data into the Defense Acquisition Visibility Environment (DAVE) on behalf of the IPTs/PdMs and the USAMRDC. Activities include but are not limited to converting cost from base year to then year, entering program Acquisition Program Baselines and submitting program documentation in the Acquisition Information Repository (AIR).
Preparing and presenting acquisition and project management topics/training to all levels of staff in face-to-face and virtual environments.
Working as part of a team on related process improvement efforts.
Facilitating various acquisition-related working groups to achieve defined goals.
Bachelors Degree in finance, engineering, science, or a related discipline.
At least 10 years’ experience with a minimum of 8 years’ experience working on ACAT I, II or III Programs.
DAU Level 3 certified PM or Project Management Professional certification.
Strong program management finance and/or EVM experience.
Extensive experience developing program plans, schedules and cost estimates in accordance with DOD/Army processes and policies
In-depth knowledge of the DoD acquisition process, policy and procedures, and extensive project management skills.
Must be an outgoing, self-driven and highly professional individual with experience working with contractor, military and civilian staff.
Must be computer savvy and have advanced MS Excel, MS Project, and MS PowerPoint skills.
Must be a US citizen with the ability to obtain a favorable T1 security investigation
Medical product development experience and a working knowledge of FDA regulatory strategy are a plus, but not required for this position.
Experience working in the DOD DAVE information systems is a plus, but not required.
