GDIT is seeking a Program Manager to join a program team supporting a government customer in a highly complex information technology environment. The PM is responsible for the overall performance of the program and will plan, coordinate, and manage the actions taken to initiate and execute Federal Government contract. The successful candidate will manage a team of Solutions architects, Software developers, UI/UX Developers, Mobile programmers, Database Admins, Business Analysts and work in a high-pressure environment, delivering outstanding results under tight deadlines and constraints. The PM will serve as the single point-of-contact with the customer program office for management of technical matters and contract-level issues. The PM will be responsible for managing cost, schedule, quality and risk to ensure the contractual requirements are met; provide financial reports, collect and analyze project metrics; prepare and participate in informal and formal reviews. We are looking for a team-oriented leader who has the interpersonal communication skills necessary to inspire, lead, direct and manage a large IT program and has a technology background and acumen and is able to efficiently interface with senior client executives.

Manages a team that is involved in the design and development of enterprise-wide IT systems and applications portal
Responsible for all financial, technical, administrative, contractual, and personnel aspects of the contract
Responsible for day-to-day management as well as long-term strategic development
Direct program activities to meet client and organization work objectives and serves as a liaison with the client stakeholders to coordinate activities, negotiate tasks, and solve problems.
Reports to the customer and GDIT management on the status of all financial, technical, administrative, contractual, and personnel aspects of the contract
Expertly manage cross-functional teams responsible for delivering high-quality program capabilities on time and within budget, including Subcontractors and vendors
Ensure that all work on this contract complies with the contract terms and conditions
Identifies, assesses and resolves complex business problems/issue/risks
Ensure innovation and efficiencies are an ongoing process
Coordinate with GDIT resources needed for effective program management, including HR support, Talent Acquisition, contracts administration, security, and finance support.
Leads planning for Contractor resources, scheduling, milestones and deliverables
Serve as main point of contact for the client Leadership and contract management officers
Responsible for profitability and revenue growth of assigned programs.
Lead, manage, coach, and mentor employees, manage professional development, hiring, and issue resolution for the program.
Engage employees and customers on a routine basis to fully understand customer requirements and employee capabilities
Prepare and provide various reports and technical reviews to senior management as requested.
Provide technical architecture and write-up for developing winning proposals for various GDIT bids to Federal government customers.
Required Skills / Experience
At least 10 years of experience managing complex Federal IT programs, supervising and leading teams and projects.
Experience as an IT systems integrator that can work with multiple internal and external stakeholders to implement IT systems.
Experience organizing, directing, and managing contract operation support functions
Experience in managing Agile Software development team comprising of hybrid technologies like Java, ,NET, Mobile and relational databases
Knowledge of professional software engineering practices & best practices for the full software development life cycle, including coding standards, code reviews, source control management, build processes, testing, and operations
Experience in cloud migration strategies
Experience collaborating and coordinating across project teams and components facilitating information sharing, reuse and productivity improvements.
Ability to collaborate with technical staff and customers in forming strategies to improve performance, reliability, and security
Experience in digital transformation initiatives of the organization and in creating IT roadmaps and execution strategies
Excellent written and oral communication skills
Experience in effectively communicating with senior level executives within a customer organization
Experience mentoring staff in order to maintain high levels of performance and positive morale
Experience with AWS Cloud, Mobile, Oracle Technology Stack, CI/CD pipeline
Experience with Cloud migration strategies
Broad and high-level technical skills including Enterprise strategy, design, transition, operations, Cloud services, continuous improvement,
Ability to manage and lead a large team, including driving high performance and ensuring highly motivated and cohesive teams
Experience writing technical proposals for various government bids.
EDUCATION & EXPERIENCE
PMI certified PMP credentials
Master's or Bachelor's Degree with experience in a technical or managerial discipline, 10+ years of Federal IT experience
PMI’s Program Management certification (PgMP)
