In the position, the selected incumbent will be responsible for the following:

  • Lead a staff of SBO professionals, to include the Small Business Liaison Officer (SBLO), who are responsible for compliance oversight, outreach initiatives, industry and government relations, and internal & external communication
  • Leads communications of small business programs and impact on GDIT business base and future growth, through presentations, proposals and other media as required
  • Supports GDIT subcontracting commitments and opportunity development through facilitation, development and maintenance of small business and through internal GDIT collaboration with Growth and Contracts professionals
  • Provides advisory support with Subcontracting plan administration, analysis and reviews of subcontracting goals for the utilization of small businesses in accordance with contract requirements. 
  • Guides and directs monitoring of subcontracting performance to achieve overall subcontracting plan goals
  • Provides assistance and advisory support with proposal development, including writing, editing, and reviewing small business participation plans
  • Provide oversight of Mentor-Protégé Agreements and Joint Venture partnerships, including any government audit and program review requirements; assists Division POCs with the development, coordination and monitoring of Agreements
  • Conducts searches for viable SB teaming partners based on parameters provided by Growth and other managers, and provides data and analysis reports though the use of various databases, professional contacts, government small business specialists, and other sources of information
  • Leads coordination of logistics for SB events and outreach, including budget and allocation of resources
  • Participates in, and travels (in a post-COVID environment) to trade shows, conferences, and meetings with government SB offices, and collects information on capable SBs who can partner with GDIT
  • Researches public domain material to develop and maintain understanding of SB legislation, government and customer direction and SB programs impacting GDIT; Includes providing advisory and strategic support related to SB legislation, applicability to contracts, SB participation and subcontracting plans
  • Maintains current knowledge of GDIT services and general knowledge of General Dynamics capabilities and major programs
  • Conducts and oversees training on SB reporting, subcontracting plans, participation plans, SB resources, tools and processes
  • Performs administrative management functions to include oversight of SBO expenses such as travel and conference expenditures, and approvals where needed


  • Bachelors Degree minimum required
  • Minimum 10 years with preferred SBLO/federal contract administration experience/business development business experience
  • Excellent leadership and management skills.
  • Excellent written and verbal communication skills
  • Must have strong skills in the use of Microsoft Office products
  • Must have strong ability to develop professional relationships with management, GDIT leadership, industry peers, vendors, subcontractors and government customers.
  • Knowledge of SB reporting and the eSRS system
  • Experience with development of Subcontracting and Participation Plans
  • Knowledge of small business rules related to small business utilization
