The Test and Evaluation Manager is responsible for satisfying test and evaluation requirements and implementing a devops approach for enterprise-wide classified and unclassified information systems (IS).  The T&E Manager will coordinate test and evaluation strategies, test concepts, test plans, and execution of T&E activities for assigned program.

Qualifications

  • Bachelor’s degree Engineering, Computer Science, IT related discipline
  • 10+ years of relevant experience
  • 5+ years of management experience
  • Excellent written and verbal communication skills
  • Demonstrated experience leading various teams in a scaled agile environment utilizing a modern DevOps approach to deliver value to the customer
  • Experience working with stakeholders, suppliers, solution train
  • Self-managed, strong self-organization skills, and eager to contribute

  • Performs duties with opportunity to exercise initiative, independent judgement and discretion under minimal supervision.
  • Provides management oversight:
    • Ensures team is working cross functionally with scrum teams to support deployments and system enhancements to deliver end-to-end mission solutions and maintain the integrity of the system-of-system enterprise
    • Communicate daily regarding progress with team members
    • Recruits and develops the technical talent required to support a complex enterprise environment in support of the mission.
    • Proactively work with program management team to ensure that appropriate staffing resources are assigned, put in place, and effectively utilized at the appropriate time
    • Provides customer on-site test support
    • Coordinate with other groups to develop schedules, prepare agendas/briefing slides, and prepare/distribute meeting minutes
  • Provides technical oversight:
    • Aligns technology approaches across the Agile Release Train
    • Functions as a technical expert who provides management and leadership in test engineering of technology-enabled applications, products and services within a technical environment
    • Supports Cert to field testing
    • Ensures performance testing of software occurs on ISP-provided hardware
    • Ensures regression testing occurs for upgrades
    • Supports Test and Integration Environments
    • Ensures Iteration and Increment testing occurs
    • Establishes and implements DevOps best practices
    • Ensures software is deployed across security domains
    • Ensures applications and services use automated scripting
    • Ensure on demand deployment can occur without negative impacts
    • Support operational and interoperability test oversight activities
    • Support developmental test oversight activities
    • Provide technical consultancy to department staff and participate in business development efforts including proposals, development plans, and presentations, as directed.
    • Ensures an intentional design is implemented which supports testing and evaluation of capabilities into operations on multiple environments
    • Conduct software compatibility tests with programs, hardware, operating systems, or network environments
    • Establish a DevOps approach to managing issues and defects with the development teams
    • Design test plans, scenarios, scripts, or procedures
    • Develop standards, methods, or procedures to determine product quality or release readiness
  • Engages in concept planning:
    • Assist with the planning, development, and execution of Test Event Plans
    • Assist with the development and delivery of test reporting products (e.g., reports, briefings, metrics, etc.)
    • Assist in the planning, preparation, and conduct of Test Readiness Entrance and Exit Test Reviews
    • Creates and maintains Test Plan
    • Provide input into the design, re-design and development of solutions and applications.
    • Assist with designing and evaluating new features and capabilities
  • Experience with AWS services
  • Active TS/SCI security clearance with CI Poly
