GDIT is seeking a Technical Director/Oracle Solutions Architect for our Healthcare General Ledger Accounting System (HIGLAS) program at the Centers for Medicare & Medicaid Services in Windsor Mill, MD.  This is an opportunity to manage the technical direction of the second largest installation of Oracle Federal Financials in the Federal Government.

This role will provide technical leadership of a staff of over 230 functional and technical subject matter experts in the execution of technical activities for the HIGLAS infrastructure, Oracle application services and technical operations. It’s an opportunity to support an innovative customer who is an industry leader as our HIGLAS environment is on the latest Oracle Federal Financials Release 12.2.7 with an Exadata platform.  In addition, several technical initiatives are underway as stepping stones towards Cloud readiness.

The Technical Director/Oracle Solutions Architect will also serve as GDIT’s conduit to CMS in the absence of the Program Manager, including providing leadership, supervision and guidance for all HIGLAS employee and contractor personnel, inclusive of subcontractors/teaming partners.

The program scope includes support for HIGLAS (based on Oracle eBusiness Suite), HIGLAS Business Intelligence (HBI, based on OBIEE), Consolidated Budget System (CBS, based on Oracle Hyperion) and Oracle Identity Management (OIM) and a portfolio of supporting tools, including a foundation of IT Service Management (ITSM) through the use of the ServiceNow application.

Responsibilities include:

  • Oversight and guidance of all technical efforts across the HIGLAS Program.
  • Reviewing and technical assessment of all new special projects and impact to the HIGLAS infrastructure and application during the design and implementation phases.
  • Guidance and participation in the HIGLAS Technical Review Board (TRB) and Change Review Board (CRB).
  • Possess and provide clear technical vision and prioritization of all technical initiatives to ensure stabilization and continuous service improvement.
  • Providing guidance on the technical development and future planning along with the technical leadership across our HIGLAS team.
  • Developing and maintaining Technical deliverables and work products.
  • Preparing and conducting Technical briefings for GDIT Leadership, CMS client management and Executive Leadership.

Required Qualifications and Skills

  • BS/BA in Information Technology or related technical discipline or equivalent work experience.
  • 15+ years’ experience working in similar Oracle Federal Financials mission critical technical environment.
  • Experience supporting federal government customers.
  • Proven skills in technical and systems operations problem analysis and resolution.
  • Experience directing teams through the resolution of complex and inter-related activities and issues.
  • Experience interfacing with senior level clients of an organization.
  • Experience working with vendors in managing and escalating of service requests.

Desired Qualifications and Skills:

  • Previous experience leading or supporting an Oracle Federal Financials program.
  • Knowledge and experience working with Oracle to complete and escalate service requests.
  • Certification in one or more Oracle Technical areas.
  • Project Management Professional (PMP) certification.
