GDIT has partnered with NASA to consolidate select Procurement, Finance, Human Resources (HR) and Information Technology activities from the ten NASA Centers into a single shared services center located at the Stennis Space Center in southern Mississippi.  The NASA Shared Services Center’s (NSSC) mission is to provide timely, accurate, high- quality, cost-effective, and customer-focused support for selected NASA business and technical services.  GDIT has an opportunity at the NSSC for an HR Classification Appeals Specialist to contribute to our success in providing HR Services for NASA.  This will be an intermittent position on an as-needed basis and can be performed onsite or remotely.NASA employs a large number of research scientists, engineers, project managers, technology positions, and administrative professionals.  As a result, the majority of classification assignments are highly complex and technical. NASA is responsible for properly classifying positions and addressing employee concerns about classification decisions. If an employee disagrees with a classification decision, the employee may appeal the classification decision to the Agency’s Office of the Chief Human Capital Officer (OCHCO).  Agency appeals are submitted to the NSSC for review, audit, and preparation of a proposed decision. The OCHCO will make the final determination and issue the Agency decision to the employee.The Classification Appeals Specialist will complete the audit and evaluation services for all Agency-level classification appeals. This includes research, analysis, and investigative techniques and includes discussions with both employees and their supervisors. The Classification Appeals Specialist will be required to develop a written position evaluation statement that includes a final recommended classification decision of the appeal investigation.Qualifications:
  • Knowledge and specialized experience applying the Office of Personnel Management (OPM) classification standards, functional guides, and classification policies, principles, concepts, practices, and techniques.
  • Knowledge of analytical and investigative techniques to develop probing questions, discover facts, and assess the level and degree of difficulty of individual work assignments.           
  • Excellent written and oral communication techniques to develop and present findings, status reports, and correspondence that foster understanding of findings and recommendations. 
  • Twelve (12) years of prior Federal Position Classification experience is preferred with a minimum of four (4) years of experience handling Classification Appeals.
  • Proven ability to meet strict deadlines while handling a high volume of work.
