GDIT is seeking a Senior Business Analyst – National Nuclear Security Administration (NNSA) to join our team supporting the U.S. Department of Energy’s (DOE) Office of the Chief Financial Officer (OCFO), Office of Corporate Information Systems to provide Operations and Maintenance (O&M) Support Services of their Corporate Business Systems (CBSOM). As the Business Analyst – National Nuclear Security Administration (NNSA) supporting the DOE Cost Collection Solution (CostEX), Cost Plan (Spend Plan) Solution, Budget Formulation (FormEX), and Advanced Data Visualization Solution (ADViS). You will support DOE’s Corporate Business Systems, used by over 14,000 users to fulfill the agency’s mission to promote energy independence, progress scientific research, and protect the nation through nuclear security.  

You will be part of a 60+ person team supporting DOE on multiple task orders under our Blanket Purchase Agreement (BPA). BPA services include task order management, database management, IT security, Tier 1 help desk, support of various business applications for financial management and acquisitions management, and business intelligence. Services on this single award BPA with a Period of Performance through early 2028 will be performed at the DOE office located at 20300 Century Boulevard, Germantown, MD, 20874. The National Nuclear Security Administration (NNSA) uses a variety of tools developed using Oracle Application Express (APEX), that are configured to provide the NNSA/Defense Programs (NNSA/DP) with the capability of analyzing mission objectives and planning against execution. The systems encompass activities related to the planning, programming, budgeting, and evaluation processes of the NNSA/Defense Programs and provides critical analysis of mission value to senior leadership. At its core is the ability to develop portfolios of any activities created within the systems and analyze the portfolios in a number of different ways using multi-dimensional analysis capabilities within the tools. The systems provides configurable forms, workflows, and web services that can integrated with other CBS systems.

In this role, a typical day will include:

  • Collaborates with project sponsors to determine project scope and vision
  • Works with stakeholders and project team to prioritize collected requirements
  • Research, reviews, and analyzes the effectiveness and efficiency of existing requirements-gathering processes and develop strategies for enhancing or further leveraging these processes
  • Develop and maintain Requirements Traceability Matrix (RTMs)
  • Translates conceptual customer requirements into functional requirements in a clear manner that is comprehensible to developers/project team
  • Develops and conduct peer reviews of the business requirements to ensure that requirement specifications are correctly interpreted
  • Perform QA testing of new features to ensure that requirements are met, and the resulting user experience is as intended
  • Participate in and support user acceptance testing and the deployment of the solution to production
  • Creates process models, specifications, diagrams, and charts to provide direction to developers and/or the project team
  • Manages and tracks the status of requirements throughout the project lifecycle; enforce and redefine as necessary
  • Possess excellent English written and verbal communication skills and the ability to prepare and conduct presentations and prepare training material as required


  • Bachelor’s degree in Comp. Sci., Bus. Admin, Mgt, Accounting or other related discipline with 8 years of increasingly responsible and relevant experience. Without a degree 9-11 years of relevant experience is required. Two thirds of the experience need to be in consulting on Oracle applications, with managing Oracle and Tableau implementations being preferred
  • Leads process modeling and translates requirements into design
  • Offers advice on process improvements and technical solutions
  • Applies broad knowledge to Identify and resolve core problems
  • Ability to effectively manage multiple competing priorities at any given time
  • Demonstrated ability to work with system owners, business owners, technical teams, and functional teams to design, implement, test, and validate a system
  • Strong adaptability and capacity to work in fast-paced environments
  • In-depth understanding of organizational data flow and its use in management decision-making
  • Experience in driving continuous improvement of business processes and technical operations 
  • Good team player, able to manage multiple assignments, and adapt to changing client needs
  • Outstanding written and verbal communication skills with the ability to present to business leaders
  • Must be able to obtain and maintain a DOE Clearance and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

  • Preferred qualifications (optional)
    • Knowledge of Planning, Programming, Budgeting, and Execution (PPBE) process
    • Previous Department of Energy experience
    • ITIL v3 or v4 certification
    • Experience with ServiceNow for incident management, problem management, and service request management
    • Oracle Application Express, OBIEE and Tableau certifications
