GDIT is seeking a Senior Systems Analyst to join our Medicare Secondary Payer Systems Contractor (MSPSC), a component of the Coordination of Benefits and Recovery Program (COB&R). COB&R governs the pre and post pay Medicare claims processing and recovery of errant/conditional Medicare primary payments. The MSPSC is responsible for all PMLC and SDLC phases of the development life cycle in support of the Coordination of Benefits and Recovery Program (COB&R) for the Centers for Medicare and Medicaid program (CMS). The program is comprised of applications which are housed under multiple platforms from mainframe, Windows, customized COTS products, mid-tier/web, AWS and in some cases a combination of environments. In this role you will help to develop computer systems specifications that address business requirements and that fit with company/customer system architecture standards. 


RESPONSIBILITIES:  
1.    Analyzes functional changes to be made to existing or proposed systems. 
2.    Writes functional/system requirements that will include information about required changes to front-end, database, web service, data service, batch processing. 
3.    Writes detailed test cases that include prerequisite steps, input/data scenarios, test steps, and expected results.
4.    Prepares test data to satisfy test scenarios.
5.    Performs manual testing of test cases and documents evidence of expected results being met.
6.    Opens defects when found during system testing, and coordinates with developer through resolution; retests defects when coding is complete.
7.    Participates in internal peer reviews of requirement, test case, and technical design documentation.
8.    Provide estimates on upcoming work.
9.    Supports the UAT effort.
10.    Troubleshoots and provides support to Production Support as needed. 
11.    May provide guidance and work leadership to less-experienced analysts.
12.    Maintains/gains current knowledge of relevant technologies as assigned. 
13.    Participates in special projects as required. 


QUALIFICATIONS

Required Skills and Experience: 
1.    Bachelor’s Degree in a Computer Science or related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience. 
2.    5+ years of experience directly related to computer functional/systems analysis. 
3.    4+ years of experience writing functional/system requirements.
4.    4+ years of experience writing test cases and performing manual test execution.
 
SKILLS AND ABILITIES:
1.    Comprehensive knowledge of the fundamental concepts, practices, and procedures used in systems/functional analysis and software testing.
2.    Proficiency in the use of one or more specific technologies, depending on job assignment. 
3.    Proficiency in running basic SQL queries.
4.    Understanding of complex data models and relationships.
5.    Proven analytical skills.
6.    Proven ability to handle simultaneous assignments.
7.    Strong written and oral communication skills.
8.    Ability to work collaboratively with other analysts and developers.
9.    Knowledge of Medicare Secondary Payer (MSP) is preferred but not required.

 10. Experience writing test cases and performing manual test execution on Mainframe batch systems and web front-end systems.
