General Dynamics IT (GDIT) is looking for its next passionate, highly skilled, self-motivated, experienced Technical Delivery Lead to join our team as we continue to partner with New York State of Health (NYSoH) to provide comprehensive health coverage to more than 4.5 million New Yorkers.

Our GDIT State & Local LLC team provides NYS with innovative and agile health benefit exchange (HBE) solutions that deliver the functionality required to comply by the Patient Protection and Affordable Care Act and provide the flexibility needed to easily scale up to support future requirements.

You’ll join our talented Operations Team. Our project is built on a multi-tier architecture including Service Oriented architecture, multi-tier web applications using Java and various other COTS products.

Here’s what You’ll Do:

  • Technical Lead and senior SME providing technical direction to a team of 6-8 systems administrators
  • Responsible for team scheduling to ensure balanced coverage, developing a work plan for environment maintenance and upgrades, performance monitoring and reporting, and creating an environment of continuous improvement.
  • Responsible for the technical operations for a 365x24x7 multi-tiered system and SLA(Service Layer Agreements) compliance
  • Understanding business scenarios and implementing solutions to meet Operational and business requirements
  • Reviewing changes for operational compliance and creating standards
  • Working with SME’s in other teams to resolve critical production issues and implement changes
  • Administers a wide variety of middleware components in a 24/7/365 high availability client environment. Primary responsibility is Production support to include monitoring, troubleshooting, and triage.
  • Installs, configures, and maintains the WebSphere family of middleware infrastructure (WebSphere Application Server, WebSphere Portal Server, WebSphere Process Server, WebSphere MQ).
  • Installs, configures, and maintains the JBoss and Apache/Tomcat family of products including Red Hat JBoss EAP/SOAP, JBoss EWS, JBoss BPM, BRMS, JBoss EPP. 
  • Ensures installation, configurations, and maintenance procedures of all changes to JBoss and Apache/Tomcat infrastructure listed are of highest quality and capable of meeting all client SLAs.
  • Support  upgrades and updates.  Packages, deploys applications, migrates, performance tunes, troubleshoots and resolves application services, maintains security, and automates routine procedures through scripting.
  • Mentoring and coaching junior resources
  • Provides leadership and open communication to the team
  • Support Operations in a technical lead role on a 365x7x24 multi-tiered system.
  • Collaborate within and with other teams to resolve issues and implement pro-active measures.
  • Ability to work in an ambiguous environment and multi task
  • Sets technical direction for mid-tier environments 
  • Create and monitors team work plan to ensure tasks are clearly defined, and deadlines are met
  • Performs moderately complex systems and database administration.  Monitors and tunes appropriate systems to ensure optimum level of performance.
  • Willingness to provide evening/weekend support coverage as necessary
  • Oversees appropriate level software installations and upgrades and related software packages.
  • Collects and reviews system data for capacity and planning purposes.  Analyzes capacity data and develops capacity plans for appropriate level enterprise-wide systems. 
  • Oversees and applies appropriate support packages/patches to maintain system integrity.
  • Develops and maintains appropriate system documentation

Here’s what You’ll Bring to the Table:


  • Bachelor's degree in computer science, management information systems, or related field preferred


  • 10+years in Information Technology  
  • 5+ years of experience in a SME Or lead role in Operations of a public facing and 365x247 availability System.
  • 5+ years of experience in Incident Management and Issue resolution.
  • 5+Experience developing custom operation solutions for alerting and monitoring, and automation to support day to day operations.
  • 5+ years of experience working and leading middleware teams in high-volume a mission critical environment
  • Experience in the WebSphere family of middleware infrastructure (WebSphere Application Server, WebSphere Portal Server, WebSphere Process Server, WebSphere MQ).
  • 3+ years of scripting experience.
  • Experience with Document Management Systems, ESB, IBM WTX, IBM Datastage beneficial
