Cyber Analyst

Position Description

The All Source Analyst provides analytic support and is required to perform the following tasks:

  • Assess an array of intelligence reporting sources to include but not limited to, technical collection reporting, specific intelligence reporting, as well as, open source information accuracy, validation, relevance and timeliness
  • Build global situational awareness of significant cyber threat intelligence by independently identifying, researching and assessing intelligence reporting
  • Maintain awareness of current cyber intelligence issues and policymaker priorities
  • Research and produce intelligence products that leverage multiple sources of information to set significant cyber threat reporting in context and highlight US response actions
  • Coordinate with IC officers and federal cyber centers to gather insights into significant cyber threat reporting
  • Build understanding of significant cyber threats for non-specialist customers by explaining activity and avoiding jargon
  • Guide the monitoring, sorting, prioritization and analysis of intelligence traffic
  • Guide and perform proactive community outreach and collaboration activities by planning and engaging in internal and external information sharing, fostering collaborative relationships with interagency partners and communicating timely and relevant intelligence information
  • Promote the sharing of information and knowledge from intelligence reports effectively recognizing, valuing, building and leveraging diverse and collaborative networks within ODNI, with other federal cyber centers and across the IC
  • Develop and continually expand personal expertise on a full range of current intelligence and policy issues and achieve a government wide reputation as a subject matter expert on information contained in intelligence reports as well as the production and distribution of this information
  • Work with government stakeholders to solicit, incorporate, and edit needed changes to these products
  • Assist government stakeholders in developing production timelines that ensure the delivery of high quality products on or before deadlines
  • Brief and/or provide input to ad hoc briefings and assessments to customers and external enterprises as needed and requested
  • Attend meetings, as required, to maintain awareness and working relationships with IC customers
  • Assist with meetings, conferences, and outreach to facilitate analytic partnerships and exchange

Required Skills
  • Demonstrated knowledge and experience with strategy development, critical analysis, consensus building as well as the application and integration of all instruments of national power in protecting the U.S.  and its interests abroad
  • Knowledge of methods used to evaluate organizational performance against strategic objectives and demonstrated ability to advise the organizations on the application of analytic, quantitative and qualitative techniques used to analyze, evaluate, and recommend appropriate alternatives  to complex issues
  • Demonstrated ability to conceptualize, organize and draw inferences from incomplete data and present a compelling analysist of findings and issues; demonstrated ability to identify, articulate, document and mitigate knowledge gaps or alternative approaches
  • Demonstrated ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences to include senior-level policymakers
  • Familiarity with cyber threats and cyber intelligence collection objectives
