Position will provide day to day Site human resource, project management, and secretarial support to GDIT Site Management. Responsibilities include a wide range of human resource and operations-related activities in addition to the traditional secretarial duties. Position handles differing situations, problems, and deviations in the work of the office according to the supervisor's general instructions, priorities, duties, policies, and program goals. Supervisor may assist secretary with special assignments

· Basic Duties include or are comparable to the following:

o Screen telephone calls, visitors, and incoming correspondence; personally respond to requests for information concerning office procedures; determine which requests should be handled by the supervisor, appropriate staff member or other offices, prepare and sign routine non-technical correspondence in own or supervisor's name;

o Schedule tentative appointments without prior clearance. Make arrangements for conferences and meetings and assemble established background materials as directed. May attend meetings and record and report on the proceedings;

o Review outgoing materials and correspondence for internal consistency and conformance with supervisor's procedures; assure that proper clearances have been obtained, when needed;

o Collect information from the files or staff for routine inquiries on office program(s) or periodic reports, and refer non-routine requests to supervisor or staff;

o Explain to subordinate staff supervisor's requirements concerning office procedures, coordinate personnel and administrative forms for the office and forwards for processing.

· Position Works with a degree of independence to provide the Site Management with effective, efficient and timely human resource support for GDIT employees plus prospective employees; provides a centralized source of expertise and guidance to employees which ultimately contributes to their productivity and success of the site’s mission.

o Serves as the site subject matter expert for human resource issues and as the site’s primary liaison to the General Dynamics Human Resources Department

o Maintains current knowledge of all relevant laws, regulations, policies, and procedures relating to human resource issues and interprets these resources, exercising a wide latitude of independent judgment, to resolve employee and management problems

o Serves as the site subject matter expert (SME) on General Dynamics’ Resumeware; creates and edits requisitions, interviews, and job offers in Resumeware

o Contacts prospects for job vacancies and coordinates job interviews; advises prospective employees on the job application process; in-processes new employees, welcomes and provides new hires with all information on time recording, charge codes, benefit consultation, 401K program, and security clearance procedures

o Serves as the site subject matter expert on Timesheet Administration: updates employee timesheets when they are unable to access their timesheets to include input of hours, updating charge codes, PLC and signing; reviews and monitors timesheets for accuracy on a weekly basis; trains employees on timesheet policies and procedures; prepares labor corrections as required

o Provides guidance for benefit selections and ensures all benefits and human resource issues are resolved in a timely manner by working closely with corporate headquarters and outside service providers

o Assists in the annual Evaluation & Salary Plan (ESP) cycle; assists and advises managers with rating procedures, evaluation input, and manages suspense dates in accordance with company directives; collects, accounts and processes all final documents for employees’ and Human Resources Department files

o Prepares Personnel Action Notices and writes justifications for promotion and transfers

· Position Performs various routine to moderately complex clerical, administrative, and secretarial duties for assigned managers; works under direct supervision and performs additional duties as assigned.

o Prepares, processes, updates and provides quality control on behalf of the GDIT site manager of required reports and documents including training reports and personnel hours

o Prepares, develops, and updates charts and information for presentation; prepares internal and external correspondence as required; authors memoranda for government representative’s signature, and manages office files

o Prepares employees for Temporary Duty by preparing cost estimates, Field Budget Reports, travel arrangements, and prepares and files accurate expense reports at the conclusion of travel; serves as the site subject matter expert on professional travel

· Position supports and provides oversight of a variety of special operational projects on behalf of the site manager. This requires the application of judgment and initiative to interpret and adapt guidelines which are not always completely applicable to changing situations.

o Assists in project management as directed by the site manager

o Tracks and ensures all government and corporate required training for 50 on-site employees is completed ahead of directed suspense dates

o Develops overtime estimates with all branches of the Battle Command Training Center for upcoming exercises

o Prepares monthly reports and technical reviews to management as requested

o Assures quality of task products, services and deliverables including participating in reviews and audits

o Provides editing and proofing of all written material provided to corporate headquarters and government customers
