GDIT is seeking to fill this position which is located in the Preventive Medicine Directorate, Programs and Policy Support Department, Environmental Health Team, Navy and Marine Corps Public Health Center (NMCPHC) Portsmouth, Virginia. The incumbent serves as an Environmental Health technical consultant to staff and customers of the NMCPHC in support of the department head.As an environmental health technical consultant, will assist the department head and senior sanitarian in the assessment, design, development and evaluation of environmental health program areas, programs and policies in support of the Department of Defense (DOD) or Department of Navy (DON). RESPONSIBILITIES
Provide professional technical guidance and field experience to various levels of organizations and clients to safeguard Navy and Marine Corps personnel, beneficiaries, and property.
Coordinate and liaise with relevant organizations and technology activities to guide future environmental health standards and technology. Focus areas include shipboard, installation, military operational water and sanitation programs, as well as related surveillance programs.
Assess and review environmental health standards for Navy Medicine environmental health programs to ensure standards align with current national, international, DOD, or DON requirements or recommended standards.
Provide subject matter expertise for policy development and policy updates supported by current requirements and scientific research. (May include initiating actions to coordinate and integrate the current science and technology available to effectively and efficiently enhance capabilities for the execution of environmental health programs).
Serve as Environmental Health primary contact, trainer and functional area consultant for Defense Occupational and Environmental Health Readiness System-Industrial Hygiene Environmental Health (DOEHRS-IH EH) module.
Provide technical support to include establishing program offices, develop and maintain training material, offer system support in submission of incident reports and change requests, responsible for Tier I support delivered by phone, email, or live support for functionality issues, manage program office user accounts for the demonstration and production environments.
Participate as a member in DOEHRS-IH working groups for development, backlog review, system updates, and program management support.
Advise and consult with DON activities and other organizations on technical aspects of environmental health standards and prepares routine correspondence, manuals, instructions, fact sheets, frequently asked questions (FAQs) and other risk communication products. (May include technical consultation to the Navy Environmental and Preventive Medicine Units to enhance staff professional knowledge of environmental health programs).
Bachelor's Degree with curriculum emphasis in the Environmental Health discipline is strongly desired.
Minimum of five years relevant experience in environmental health programs as outlined in the Naval Manual of Preventive Medicine.
Mastery of environmental health concepts, principles, and practices that enable the incumbent to serve as a technical expert to develop policy and program objectives, and to provide subject matter expert customer assistance.
Certification as a Registered Sanitarian and/or Registered Environmental Health Specialist with NEHA or any equivalent State certification credential is highly desired. Possess professional management skills for program implementation and evaluation.
Knowledge and ingenuity to synthesize solutions for complex problem s which may currently have no defined solutions.
Secret security clearance required.
A favorable ANACI (Access National Agency Check and Inquires) background investigation is required for a noncritical sensitive position with access to network system. Employees must have and be able to retain a SECRET level Security Clearance.
Possession of valid license to operate a motor vehicle.
Travel within the continental U.S. and abroad may be required but will not exceed 25% of the work period.
