The U.S. Customs and Border Protection (CBP) SAP Program is seeking a Change Management Communications Specialist to develop and deliver communications to a variety of audiences, across multiple channels and in multiple formats.  Also designs and develops curriculum and course materials for participants and facilitators.  Interacts with customer and subject matter experts to ensure technical accuracy of communications and instructional content.

Responsibilities Include, but not limited to the following:

  • Develop and implement Communications Plan(s).
  • Proactively engage with stakeholders and project team members to brainstorm communications and content ideas including appropriate messaging, timing, comprehensiveness, integration of business processes, and communication methods.
  • Proactively engage with stakeholders and project team members to conduct research to document business processes/workflows in support of communications strategies.
  • Research, write, review, edit, and measure all varieties of communications content (e.g., articles, presentations, job aids, information graphics, video demonstrations, reports, etc.)
  • Deliver communications through a variety of channels.
  • Establish and continually apply best practice guidelines and standards for communication and engagement.
  • Acquire and maintain detailed knowledge of the organization’s policies and business processes and keep up-to-date with relevant developments
  • Assist with the development of training content and materials, as needed.
Job Requirements
  • Minimum of 3 years of experience in communications strategy development, and Change Management experience
  • Strong written and verbal communication skills
  • Strong content writing experience for a variety of communications channels
  • Strong information technology skills and/or ability to extract key technology implementation features from business process and software development personnel
  • Experience delivering presentations and demonstrations using tools such as Microsoft Teams, WebEx and Adobe Connect
  • Experience developing information graphics using basic and advanced tools such as MS PowerPoint, MS Visio, Adobe Photoshop, and Adobe Illustrator
  • Experience with video editing using tools such as Adobe Premiere or Camtasia
  • Proficient in the Microsoft Office 365 (O365) Suite of tools, including PowerPoint, Word, Excel, Outlook and designing and building SharePoint and Teams sites
  • Extremely detail-oriented
  • Strong interpersonal skills
  • Ability to work both independently and as part of a team
Preferred
  • Experience developing and implementing training content and materials.
  • Familiarity with the DHS/CBP Budget Manual
  • Familiarity with SAP (ECC or S/4HANA) Budgeting or Finance modules
  • Experience supporting DoD Planning, Programming, Budgeting, and Accountability (PPBA) process(es)
  • BA/BS degree in Instructional Design, Organizational Change Management, Adult Education, Finance, Business, or related field
  • May coach and review the work of less-experienced professionals. May serve as a team or task leader. (Not a people manager).

DESIRED QUALIFICATIONS: BA/BS (or equivalent experience), 8+ years of experience
