The United States Army Intelligence and Security Command (INSCOM) executes mission command of operational intelligence forces; conducts worldwide multidiscipline and all-source intelligence operations; delivers advanced skills training, linguist support, specialized quick reaction capabilities, and intelligence-related logistics, contracting, and communications in support of Army, Joint, Combatant Commands, and the U.S. Intelligence Community (IC).
This program provides services to support tactical, operational, and strategic intelligence units, personnel and their ground and aerial intelligence equipment and operations facilities and infrastructure and may occur from multiple locations simultaneously. This program incorporates program management; logistics planning, programming, and services; engineering services; software development, and Logistics and Facilities G-4 Portal; sustainment and maintenance of non-standard (non-Program of Record), and Program of Record, intelligence systems to include the integration of new intelligence technologies and capabilities; hardware design and integration; network management; support to technology development and application. Performance begins at home station, supporting admin operations and training, and continues while preparing for deployment, while deployed, and during post-deployment operations when returning from war or contingency operations.
Manages the entire Task Order services program to include subcontracts.
Primary contact for project matters between customers and corporate.
Responsible for managing cost, schedule, performance, and risk across the Task Order.
Manages complex programs with large number of personnel, equipment, facilities to include SCIFs, and geographically dispersed customers.
Provides financial management oversight for the Task Order and maintain budget guidelines and schedules.
Accomplish program objectives for development, production, and sustainment to meet users’ operational needs.
Optimizes operating results in terms of cost, methods, and personnel.
Responsible for meeting and communicating Task Order projects’ milestones and deliverables.
Develops and maintains project plans and schedules.
Ensures sufficient and proper utilization of personnel, materials, funds, facilities, and equipment.
Provides briefings on project status and issues.
Knowledge and Skills Requirements:
Demonstrated knowledge in contract management, logistics, facility engineering, SCIF and intelligence operations.
Proven leadership in successfully managing complex programs with large number of personnel, equipment, and customers geographically dispersed.
Management experience in rapid-deployment, expeditionary and contingency operations.
Knowledge of practical application of information operations for military operations.
Superior understanding of DoD Planning, Programming and Budgeting System and proven ability in fiscal and business management.
Attention to detail and ability to handle multiple tasks independently.
Excellent leadership, decision-making, verbal/written communication, presentation, and interpersonal skills to effectively lead cross-functional teams in a fast-paced environment.
Knowledge of and experience in planning and executing Quick Reaction Capability (QRC) ISR system deployment and sustainment.
The ability to correctly interpret and direct the accomplishment of Performance Based contract requirements.
Experience in the development, collection, analysis and reporting of personnel requirements, configuration management, quality assurance, integrated logistics, engineering, warehousing, materiel management, and maintenance activities.
Proficiency with Microsoft Office and MS Project.
Fluent in the English language including the ability to read, write, and comprehend relevant logistics and facility planning, design and construction documentation.
Master's degree in Logistics Engineering, Program Management, Business Administration, or related fields with 15-20 years of successful managerial experience on DoD programs and projects that provided
