Located at Stennis Space Center, Mississippi, the NASA Shared Services Center’s (NSSC) mission is to provide timely, accurate, high quality, cost-effective, and customer-focused support for selected NASA business and technical services.  GDIT, which is the prime contractor, has partnered with NASA to consolidate selected Procurement, Finance, Human Resource and Information Technology activities from the ten NASA Centers into a single shared services center. 

GDIT is currently searching for an Procurement Service Office Manager to serve as the on-site Service Office Manager for Procurement (PR) Operations with responsibility for directing, planning, leading support services, and day-to-day operations that are provided for the accomplishment of program requirements under the direction of the Service Delivery Manager and GDIT Program Manager.

Essential Job Functions:

  • Serves as the on-site Service Office Manager for Procurement (PR) Operations with responsibility for directing, planning, leading support services, and day-to-day operations that are provided for the accomplishment of program requirements under the direction of the Service Delivery Manager and GDIT Program Manager
  • The PR SOM is the primary interface between the NASA Procurement Customer and GDIT’s senior program management
  • Leads a team providing and processing actions for a wide range of specialized PR professional services in executing PR business operations to the NASA Shared Service Centers NASA managers, supervisors, and employees
  • Serves as an expert on Federal and Agency policy and regulations, including soliciting, evaluating, preparing contracts for award, administration of contracts and analyzing and evaluating cost and price proposals
  • Provides advice and technical guidance to PR Representatives, PR management and NASA Procurement. This includes high level advice on the application of fundamental procurement concepts, processes, procedures and regulations on technical assignments,  in addition to Procurement systems expertise
  • Oversees major organizational change on policy and directives and transition activities between the NSSC and various Center organizations and the Agency, and developing and implementing new and innovative programs
  • Evaluates Center programs and current operating policies and recommends ways to implement new or revised programs including organizational requirements, business process definition, cost and resource impacts, functional interdependencies, and phasing requirements for implementation
  • Provides advice and counsel on business management functions including contract management; and budget management
  • Responsible for ensuring that the organizations strategic plan, mission, vision and values are communicated and integrated into the teams strategies, goals, objectives, and work; leads the team in identifying, distributing, and balancing workload among employees; arranging for team member training; and monitors and reports on the status and progress of work 
  • Monitor achievement of performance, quality and metric standards to ensure delivery of contract and service levels.  Develop Risk and Mitigation strategies to ensure awareness of issues and a strategy is in place to ensure the operational expectations of PR are met
  • Establish and maintain PR functional area staffing and staff development plans, ensuring constant availability of trained, certified staff to provide cross functional support across all of Procurement activities to meet the fluctuating PR demands
  • Responsible for analyzing staffing needs and requesting approvals, posting job requisitions, participating in the hiring of PR employees, and recommending personnel corrective actions
  • Function as the primary point of contact for the identification of issues, PR problem resolution, service restoration actions and the implementation of process improvements
  • Build relationships with external organizations to gain knowledge, expertise and ideas to add value

General Management Duties:

  • Be responsive to Program Management (PM) directions, requirements and initiatives, functioning as the PM’s link to all PR activities and tasks
  • Support Continuous Improvement initiatives in PR and other related functional areas.  Participate in Lean 6 Sigma events, make staff available to support Lean 6 initiatives, document improvement initiative outcomes, and maintain an environment that encourages employees to seek out more efficient and cost effective ways of meeting client expectations
  • Support Business Office, Quality, Project Management, Records Management and Performance Management activities and initiatives.  Participate in Contract Change planning, quality assurance actions, Project Management tracking and reporting, Records Management program implementation and Performance Measurement collection, assessment and reporting
  • Support cross-functional service delivery.
  • Establishes or adjusts work procedures to meet task schedules using knowledge of capabilities of supervised staff
  • Client Relations Management:
  • Establish and maintain effective, appropriate professional work relationships with client officials and representatives
  • Conduct regularly scheduled status, progress and issue-review meetings with appropriate client PR representatives keeping them apprised and informed about all PR activities
  • Work closely with client PR representatives in resolving issues, anomalies, and problems, and in monitoring performance in historically problematic activities
  • Support client interactions with NSSC senior leaders and agency level officials

 

Contractual Support:

  • Develop and maintain in depth familiarity with the NSSC contract terms and conditions and PWS, and be aware of the scope of our contractually required support, and limits imposed by the Government policies and regulations
  • Manage and oversee the accurate preparation and timely delivery of all PR contract deliverable items (DRDs)
  • Provide technical direction for PR support provided by subcontractor companies

 

Miscellaneous Duties:

  • Assists Program Office in identifying cost elements, estimates and calculating labor hours
  • Provides guidance for the timely and accurate delivery of assignments
  • Carries our strategic PR management and performs managerial tasks such as resource management, development, talent management
  • Assists Program Office with reallocating funds with their programs
  • Analyzes proposed plans and policies, as well as new programs, to determine costs and feasibility
  • Makes appropriate recommendations to management in order to strengthen business controls, improve operations and/or reduce costs
  • Manages and maintains influential relationships
  • Identifies and pursues significant business and efficiency opportunities
  • Supervises the activities of staff to ensure that work is completed on a timely basis and that contract policies and procedures are followed
  • Analyzes and resolves work problems or assists employees to resolve problems
  • Recommends and/or initiates the selection and hiring of employees
  • Evaluates employees to enhance their performance, development, and work product
  • Addresses performance issues and makes recommendations for personnel actions
  • Recommends measures to improve processes, employee performance, and quality of service provided to the customer
  • Executes strategic plans and contributes to global strategic planning

  

Must Have Qualifications:

  •  Bachelor’s degree in Business, Procurement, Finance or Accounting preferred
  • 12 + years of Procurement experience
  • 8+ years of management experience
  • Federal Procurement background preferred
  • Experience with or knowledge of government acquisition/contracting practices, programs and regulations (FAR and NASA FAR)
