Our continued success depends on a Resource Management Lead joining our team and leading us to perform at the highest levels for the Centers for Medicare & Medicaid Services (CMS), Financial Management Systems Group (FMSG).  In this role, you'll have the opportunity to build a framework for and execute on a new strategic workforce plan for the CMS Hosting Operations & Maintenance (HOM) program.

You’ll be a meaningful part of improving how GDIT supports federal agencies in achieving their mission. The primary application that GDIT supports on the HOM program is the Healthcare Integrated General Ledger Accounting System (HIGLAS), which is a very large complex system with approximately 3,000 total users, processing an average of 4.5 million transactional claim records per day which equates to over 1.2 billion annually. There are an average of 46,000 new account receivables and 168,000 payments processed per day along with 20,000 queries/reports run daily. Utilizing Oracle Federal Financials as the base application of HIGLAS, it provides CMS with a uniform financial management system to account for over $1 Trillion in outlays for healthcare each year across multiple lines of business.

This position will have the opportunity to work 100% remote from home nationwide.


  • Develop resource plans and backfill strategies to align with program needs.  Track and analyze resource metrics to ensure optimum staffing levels.

  • Partner with GDIT HR to drive and manage implementation of the HIGLAS Strategic Workforce Plan (SWP) and Culture Shaping Initiatives to include:

    • Supporting our HOM Program Trainers in scheduling, coordinating, and sustaining a HOM Team Knowledge Sharing (KS) Program.

    • Lead the implementation of the HOM Training Program and track all training courses completion and certifications for all team members, supporting all aspects required for CMMl L4 certification. Track expenditures and manage associated budgets.

    • Manage implementation of our plan to address single points of failure across the HOM program; tracking associated actions/milestones to ensure program success.

    • Participate in the development of a HOM Mentor Program. Coordinate implementation and track program participation and associated actions.

    • Support HOM Leadership in the development of a Succession Plan

  • Analyze, manage, and generate program/resource data, metrics, and dashboards using data from our ServiceNow Resource Management (SNRM) module. Partner with HR to track and status milestone achievement and progress against SWP metrics.

  • Clearly and succinctly present executive level information to our customer and to GDIT and CMS C-Level executives

  • Partner with GDIT talent acquisition to track and status open opportunities and establish and manage a pipeline of Evergreen Requisitions to reduce time to fill vacancies.

  • Manage our onboarding and offboarding for our employees and subcontractors, including submission of a weekly roll-on/roll off report to CMS, ensuring timely asset assignment completion, facilitating program specific onboarding orientation, etc.  Coordinates offboarding activities.

  • Manage our H1-B resource data for all HOM Team Members, including data required from GDIT Corporate.

  • Develop and revise our HOM Team Role descriptions and establish a HOM Program Team Resume Library.

  • As needed, support our HOM Leadership Team with the development of job requisitions and subsequent entry into our GDIT Workday system, conduct candidate prescreens, and facilitate leader resume screenings and schedule interviews.

  • Interact with our subcontract partners to communicate position openings, including scheduling interviews, and prescreening candidates.

  • Create and manage all HOM Program staffing risks and issues, lessons learned and opportunities.


  • Bachelor’s degree in a related area and 10+ years (or equivalent combination of education and experience, such as 14 years or Master’s and 8+).

  • Previous experience supporting a large program, to include staff and resource utilization (ideally with 100+ employees and subcontractors)

  • Strong resource management background, including experience in a similar mission critical technical environment

  • Strong project management skills and experience organizing, directing, and managing projects to completion

  • Experience interfacing with the client at senior levels of an organization

  • Experience managing subcontractors staffing and performance

  • Experience developing presentations and/or writing and presenting a business case, in various formats such as white papers, industry proposals, etc.

  • Experience supporting, developing, and evaluating staffing data Basis of Estimates (BOE) and budgetary estimates

  • US Citizenship or Permanent Residency and ability to obtain a Public Trust and have resided in the US 3 out of the last 5 years per contract requirements

The likely salary range for this position is $116,000 - $174,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
