Provides technical, administrative, and operational management of assigned project or tasks, including contract and subcontractor management.

Typically supervises assigned staff, may include subordinate supervisors.

Participates in the development of technical project plans, proposals, reports, and task order and administrative reporting.

May also perform high level technical services on assigned tasks.

Conducts planning and provides recommendations to client on task workload.

Manages risk tracking process.

Attends customer meetings and may serve as client liaison

Interacts with vendors, other agencies, and other client staff on behalf of the client.

Coordinates development of deliverables and products.

Ensures quality assurance of project deliverables.

Maintains current knowledge of relevant technology as assigned.

Participates in special projects as required.

SCOPE: Manages one or more small to medium sized teams focused on a few or multiple areas. Low to Medium complexity.

DESIRED QUALIFICATIONS: BA/BS (or equivalent experience), 5+ years of related work experience


  • Provide program management and thought leadership to clearly demonstrate and communicate program achievements, execution performance, and strategic direction. 
  • Communicate status of program/project to internal and external stakeholders via written reports and meetings.
  • Perform senior-level advisory consulting work as an authority in the management consulting area.
  • Gather system requirements from customers and stakeholders.
  • Provide technical solution development oversight support.
  • Convey system requirements to development teams.
  • Test the development of system enhancements and conducting user acceptance testing.
  • ServiceNow functionality desired but not required; but should have working knowledge of similar applications that manage workflows.
  • Manage metric datasets, create visualizations and identify data issues.
  • Manage the evaluation of risk and opportunity impacts to existing or proposed projects/programs and implement risk mitigation actions.
  • Support other priority areas to include assessing knowledge management needs.



  • Years of Experience: 10+ years in program/project management, gathering and analyzing stytem requirements, developing and tracking milestones and metrics, and applying change management principles to cross-functional federal programs.
  • Required: BA/BS or higher in Business, Engineering, Management Sciences, Computer Science, Information Systems, Social Science, Education, Human Resources Development, Psychology, or other related analytical, scientific, or technical disciplines.
  • Ability to manage all tasks and schedules to ensure activities are completed in a timely manner.
  • Excellent written and oral communication skills.
  • Ability to act as “Thinking Partner” to clients to help them formulate their points of view and paths forward.
  • Experience in Microsoft Office programs including Project, Word, Excel, and PowerPoint.
