Seeking a Junior Exercise Planner to join our team.

Support the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency Exercises (CISA Exercises) to improve the Nations cyber security resilience, readiness, protection, and incident response capabilities by developing, designing, and conducting, and analyzing cyber exercises and workshops at the State, Federal, regional, private sector, and international level.  

The exercises range from tabletop exercises intended to identify policy and process issues that facilitate or hinder cyber security operations under a variety of authorities, to full-scale exercises with both public and private sectors that incorporate network simulations to test command and control procedures, response mechanisms, and cross-sector coordination. 

Contract requires US Citizenship and an active secret clearance

Candidates must be local to the area. Some telecommuting allowed.

  • Support Federal client and contract exercise leads to plan, coordinate and execute cyber exercises according to the DHS Homeland Security Exercise and Evaluation Program (HSEEP) principles. This includes identifying objectives, developing scenario, designing exercise construct, supporting the exercise conduct, and after action report development.
  • Conducts needs assessment, researches, and analyzes customer needs and requirements.
  • Drafts and maintains exercise life cycle documents including from early concept, exercise logistics and conduct, and active scenarios in conjunction with cyber incident response plans through exercise outcomes and analysis.
  • Develops after action plans which incorporate recommendations and modifications to cyber security protocols which result in cyber security improvement plans.
  • Assists with coordination and facilitation of requirement gathering sessions and works with business owners and other stakeholders to define and document user cyber security process evaluations.


  • Experience with exercise development, design, conduct, and analysis;
  • Familiarity with Homeland Security Exercise and Evaluation Program (HSEEP) Methodology;
  • Proficient in Microsoft Word, Excel and PowerPoint;
  • Excellent written and verbal communication skills.

DESIRED QUALIFICATIONS: BA/BS (or equivalent experience), 2+ years of experience
