Job Description

General Dynamics Information Technology (IT) has partnered with NASA to consolidate select Procurement, Finance, Human Resources (HR), and Information Technology activities from the 10 NASA Centers into a single shared services center located at Stennis Space Center in southern Mississippi. The mission of the NASA Shared Services Center (NSSC) is to provide timely, accurate, high-quality, cost-effective, and customer-focused support for selected NASA business and technical services. General Dynamics IT has an opportunity on the NSSC contract for a Manager supporting our Finance line of business in Fund Balance with Treasury and Accounts Payable IPAC. This will be a full-time position, located onsite at NASA Stennis Space Center, Mississippi.

We are looking for someone who has Senior-level knowledge and experience in financial and accounting principles such as: SGL reporting, accounts payables, accounts receivables, reconciling fund balance with Treasury, and travel preparation and payment. Applies fundamental concepts, processes, practices and procedures on technical assignments. Basic skills in using the systems that support financial services. This person will also serve as the on-site supervisor for a team of finance professionals supporting the NSSC.

Essential Job Functions:

  • Serves as Service Owner Manager for Finance Fund Balance with Treasury and Accounts Payable IPAC
  • Serves as a senior level resource on Federal and Agency policy and regulations, including prompt pay of vendor payments, debt collections, and travel reimbursements
  • Function as the primary point of contact for identification of department issues, problem resolution, service restoration actions and the implementation of process improvements
  • Responsible for ensuring NASA meets Treasury Monthly reporting requirements
  • Responsible for ensuring that the Line of Business’ strategic plan, mission, vision and values are communicated and integrated into the team's strategies, goals, objectives, and work; leads the team in identifying, distributing, and balancing workload among employees; arranging for team member training; and monitors and reports on the status and progress of work 
  • Monitor achievement of performance, quality and metric standards to ensure delivery of contract and service levels.  Develop Risk and Mitigation strategies to ensure awareness of issues and a strategy is in place to ensure the operational expectations of FM are met
  • Serves as the first level subject matter expert in the area of financial reporting regulations and must be able to assist customers and staff in understanding what is required to successfully perform daily and monthly financial reporting.
  • Ensures that the proper NASA and Federal Regulations are being followed in the management of the FBwT staff.
  • Participates in planning and administrative activities as assigned. Coordinates FBwT activities with Government counterpart to resolve financial variances and outages.
    Works collaboratively with NASA Centers, service providers, and outside organizations as it relates to the work of the Team
  • Monitors and ensures accuracy of documentation and financial records. Provides information and training regarding FBwT reporting. Compiles information and prepares presentations, booklets, and other informational tools
  • Be responsive to Service Office Manager (SOM) directions, requirements, and initiatives, functioning as the FM’s link to all FM activities and tasks
  • Responsible for analyzing staffing needs and requesting approvals, posting job requisitions, participating in the hiring of Finance employees, and recommending personnel corrective actions
  • Supervises major organizational change on policy and directives and transition activities between the NSSC and various Center organizations and the Agency.
  • Aligns individual performance expectations with organizational goals
  • Develops performance goals collaboratively with their direct reports
  • Ensures that performance goals are clearly communicated and current
  • Provides fair, constructive, & timely feedback towards performance expectations & goals
  • Provides assistance, guidance, and coaching support as needed
  • Ensures that staff have professional development plans in place
  • Conducting performance evaluations according to established systems and policies
