As a C2SES 4 NPES Lead Software Engineer, you will help ensure today is safe and tomorrow is smarter by enabling Commander USSTRATCOM with C2SES capabilities.  C2SES provides Commander USSTRATCOM, supported Combatant Commands, Component Commands, and other authorized users with modernized mission critical communications and computer systems utilizing common integrated information and decision toolsets, applications, and capabilities in a fully synchronized, net-centric information environment, necessary to maintain deterrence and, if required, dominate in conflict. Simply put, you are supporting our Nation’s number one mission of Nuclear Deterrence. Our work depends on C2SES 4 NPES Lead Software Engineer, who is TS/SCI level cleared, joining our team to serves as a technical liaison between the Contractor and Government. You must possess the ability to work independently with little supervision, embrace autonomy, seize opportunity, and be trusted to deliver your best every day.

HOW C2SES 4 NPES LEAD SOFTWARE ENGINEER WILL MAKE AN IMPACT

You will enable technical architecture planning and execution in near-real time with mission requirements ensuring development activities keep pace and support operational needs with approximately two-week delivery sprints. The Lead SW Engineer ensures the team documents customer-desired outcomes and required functionality. Additionally, the Lead SW Engineer documents specific software requirements and designs and validates the requirements with the complete problem/project in mind. This includes maintenance operations, performance, test, cost and schedule, training, and support. Software engineering considers both the operational and the technical needs of all stakeholders with the goal of providing a quality product that meets the user needs to accomplish the mission.

Primary responsibilities include:

  • Participate in planning, definition, and high-level design of the solutions or alternatives.
  • Enable the Continuous Delivery Pipeline through appropriate design guidelines.
  • Actively participate in the Continuous Exploration process as part of the Continuous Delivery Pipeline, especially in identification, planning, and execution of technical work.
  • Communicate with the customer executive leadership regarding all technical matters on the project.
  • Define subsystems and their interfaces, allocate responsibilities to subsystems, understand solution deployment, and communicate requirements for interactions with solution context.
  • Support technology/engineering aspects of Program planning and execution.
  • Provide oversight and foster Built-In Quality and Team and Technical Agility.
  • Work directly with Agile Team(s) to determine velocity, prioritize tasks, implement requirements, and implement automated testing concepts.
  • Manage Product Backlog and assist the Product Owner to arrange the Product Backlog to maximize value.
  • Perform lessons learned and/or root cause analysis for production issues and provide resolutions in a timely manner.
  • Recommend improvements to existing software applications, as necessary.

WHAT YOU’LL NEED TO SUCCEED:

Education:

  • BS degree in a technical discipline

Required Experience:

  • 10+ years of recent experience with Agile Software Development Lifecycle (SDLC) from conception through end of life.
  • 5 years’ experience leading projects using Agile/Scrum development processes and DevSecOps (including continuous integration/continuous delivery (CI/CD), services, continuous security, and containerization with the associated automation techniques) principles.
  • Experience should include using iterative development, test driven development, introducing testing concepts (both manual and automated) early in the process, and installation and troubleshooting techniques.
  • Experience being a partner in successful transition to an incremental delivery methodology from a waterfall methodology a plus

Security Clearance Level:

  • Must possess a Top-Secret clearance based on a Special Background Investigation and be eligible for Sensitive Compartmented Information (SCI), Nuclear Command and Control (NC2) and Special Access Program (SAP) access.

Preferred Skills:

  • Experience with USSTRATCOM ISPAN domain.
  • Experience with the C2SES Suite of Software Applications: NPES, FSR, and FSAM.
  • Certified Scrum Master.
  • DOD 8570 IAT level 2 baseline certification.
