As the Operations Project Manager your role is to oversee the planning and performance of project activities to include: planning, organizing, scheduling, and monitoring task progress for the US BICES-X AFRICOM program. The Operational Project Manager provides technical assistance in identifying, evaluating and developing systems and procedures which are cost effective and meet user requirements. To be a successful Operational Project Manager, you should be able to formulate and define application scope and objectives and devise/modify procedures to solve business problems. An Operational Project Manager applies a broad knowledge of various functions and technical expertise to accurately anticipate organizational impacts. In addition the Operational Project Manager will plan and create detailed specifications for information systems to meet business requirements.
Strategy & Planning
Develops and maintains policies and standards for program requirements.
Evaluates business processes, anticipating requirements, uncovering areas for improvement, and develop and implement solutions.
Uses standard project management tools and processes to support management, tracking and reporting on operational projects.
Coordinates with Program Manager and Budget Coordinator on all HR related tasks to include hiring, departures, and internal transfers coming or leaving the program.
Acquisition & Deployment
Works directly with Budget Coordinator to provide updated program information.
Uses Service Calculator to develop estimates for new requirements
Provides effective communication throughout US BICES-X AFRICOM Program.
Communicates insights and plans to cross-functional team members and management.
Supports all HR actions that include offer letters, resignations, creating and maintaining program requisitions, and program staffing records.
Compiles and submits expense reports.
Creates, designs, formats, and customizes PowerPoint presentations, Excel and Tableau reports, as well as Word documents.
Supervises Visa Expeditor Team by developing S.M.A.R.T performance measures.
Compiles and reports Visas Expeditor metrics.
Plans meetings and take detailed minutes.
Schedules appointments and updates calendar.
Participates in special projects as assigned.
5+ years of experience.
Must be capable of obtaining and maintaining a Top Secret/SCI Security Clearance.
BA/BS or the equivalent combination of education, technical training, or work/military experience.
Must achieve and maintain the Technical Expert Status Accreditation (TESA) as defined in the Status of Forces Agreement (SOFA) between the United States and the Federal Republic of Germany. In order to qualify for TESA, the candidate must have one of the following: Bachelor's degree plus 3 years of specialized experience, OR; an Associate's degree plus 7 years of specialized experience, OR; A major certification plus 7 years of specialized experience, OR; 11 years of specialized experience.
Must obtain ITIL V4 Foundation within six months of hire.
Additional specific certifications may be required, depending on job assignment.
Experience with Concur Expensing System.

Strong experience in Microsoft Outlook, Word, Excel, PowerPoint, and MS Project.
Strong experience with Adobe Acrobat 2017 and SharePoint.

Excellent verbal and written communication skills.
