Our work depends on a Procurement Purchasing & Management Analyst joining our team to support Centers for Medicare and Medicaid Services (CMS) activities at Towson Maryland (preferred) however telecommuting is allowed.

As a Procurement Purchasing & Management Analyst supporting the Medicare Secondary Payer Systems Contractor (MSPSC), you will be trusted to work on all aspects of the procurement process and responsible for the tracking of configuration, licenses, maintenance and installation of server applications and hardware. Establishes and implements hardware and software acquisition, protection, maintenance and retention policies, standards and procedures, and ensures their alignment with IT standards and strategy.  Investigates available hardware and software products, evaluates products for appropriateness based on user requirements and makes recommendations to management. Coordinates with the procurement function to interview, select and negotiate with hardware and software vendors in order to purchase the appropriate equipment at the lowest cost. Reviews licenses and/or contracts to ensure that hardware and software equipment is covered by the contract and properly documented.

In this role, a typical day will include:

  • Collaborating with vendors, management, and application staff as well as the purchasing department to ensure products are ordered on time and satisfy or exceed mandated thresholds.
  • Create processes and methods to gather ODC information for the MSPSC organization.
  • Collect and analyze detailed ODCs to understand where the errors in the ODCs are occurring, and what factors may be causing them.
  • Develop requirements and standards for procurement, forecasting items to be reviewed, measuring expenses incurred vs budgeted, and inventory procedures.
  • Determine the most cost-effective methods of ODC deliveries and schedules.
  • Recommend improvements to boost performance and reduce costs.
  • Partner with other internal and external to implement changes and new systems.
  • Assist Sr. Management with to plan and implement ODC optimization projects.
  • Maintains current knowledge of procurement/financial management trends.
  • Include a maximum of five core responsibilities and where possible, pull in employer brand messaging.
  • Your success will be measured through ensuring that no software or maintenance is allowed to go off support.


  • BA/BS (or equivalent experience).
  • 5+ years of experience in procurement management.
  • Skills required are knowledge of the practices, procedures, and processes of procurements; Microsoft Office Suite; Procurement systems; and/or Software Life Cycle Management.
  • No security clearance required.
  • Candidate must possess US Citizenship to be considered for this position.
