Manages a team of procurement analysts through purchasing per the government contract and in accordance with FAR, DFAR regulations.  Review procurement processes and initiate process improvement measures where needed. Effectively utilize relevant technology to monitor, track, and ensure completion of procurements to support Navy contract in a timely manner. Oversee procurement plan, strategic alignment with business operations and tracking/reporting for the SACSS contract.

  • Monitor and track procurement activity across the contract (both direct to contract and indirect).
  • Monitor and update procurement processes as needed, for business and process development initiatives.
  • Conduct yearly procurement training for all p-card holders and e-procurement system users.
  • Track and report key functional metrics for the government in regard to procurement spending, savings, and overall performance.
  • Develop and issue training and training documents for entire procurement team in accordance with company policies, FAR/DFARS/GSAR federal regulations, and industry best practices.
  • Utilize expert knowledge of Cost Accounting Standards (CAS) and Defense Contract Audit Agency (DCAA) audit procedures, to develop training modules and develop/implement procurement procedures.
  • Efficaciously communicate with vendors, other agencies, government customers, and project leads to help reach organizational goals pertaining to material and service acquisition.
  • Ensure that procurement deadlines are consistently and accurately met by support staff.
  • Maintain close working relationship with other Supply Chain Management staff to ensure proper communication of department policies and contract regulations across the teams.
  • Leverage supplier/vendor relationships and agreements to meet goals of coming in under budget and on time and mitigating supply chain risks that could arise and threaten timely execution within installation windows.
  • Participate in special projects as needed

Requires:

Bachelors degree or equivalent experience

5+ years of experience.
