  • Five (5) years of experience gained within the last 10 years (2010 to present) in at least one of the following areas:
    • Counter-target acquisition systems; radar; Air Defense (AD) missiles and missile guidance; and Command and Control systems;
  • Experience in aerial defense weapon systems (for example, THAAD, AEGIS, LTAMDS, DE-SHORAD, etc.) and/or network engineering in a large distributed environment with emphasis on military (US/NATO) operations;
  • Engineering knowledge on developing Interface Control Documents (ICDs) and relevant data products to properly document DoD Weapon System
  • Ability to work technical and non-technical discussions among people with differing backgrounds and opinions and lead to consensus.
  • Experience in modern information systems, including computer hardware, data storage, network and distributed systems;
  • Thorough knowledge of network design and maintenance, fault isolation, performance monitoring, configuration management standards, principles, and techniques;
  • Top Secret (TS) clearance with access to Sensitive Compartmented Information (SCI) based on a Single Source Background Investigation (SSBI).
  • Bachelor’s degree plus four years of experience in the area of system development, mission system/weapon system engineering and/or developmental/operational testing of DoD weapon systems.  4 years of additional experience may replace the degree (total of 8 years relevant experience).
  • Familiarity with military exercises and contingency operations
  • Experience in the design and integration of multiple COTS/GOTS software applications and programs to include operating complex data fusion systems, RF hardware, and relevant base defense weapon systems;

Highly Desired

  • Domain knowledge sufficient to assess, and document the performance of modern air defense systems;
  • Establishing and maintaining the networking communication between the major functional systems, “nodes”, to include creating the linkages between these nodes. These include the data fusion systems, operator consoles, and remote sensors.
  • Developmental test (DT), operational test (OT), and evaluation methods (includes T&E planning, test design, test readiness, test execution, data collection during test, evaluation of test or modeling data, development of evaluation analysis plans and reports).
  • System documentation (to include hardware and software documentation, as built, network topology, sustainment metrics, etc.
  • Experience with data lifecycle management and data processing
  • Ability to resolve complex hardware/software compatibility and interface design considerations
  •  Software scripting in support of T&E AD systems/subsystems;
  • Oral and written communication such as briefings, writing technical papers, etc. (includes T&E plans and reports such as System Evaluation Plans (SEP), Analysis of Alternatives, etc.)
  • Integrating Air Force, DoD and Joint Service system acquisition documentation in the development of DOD system acquisition products for T&E of AD systems/subsystems.

Requirements Level I:

Bachelor's degree in a related field and 6 years of recent specialized experience; OR 10 years of recent specialized experience. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.

Level II = Level I with 3 additional years’ experience

Level III = Level I with 5 additional years’ experience
