Our work depends on a Solutions Expert joining our team to support New York State Department of Heath Medicaid Management Information System activities at Riverview Center in Menands, NY.

As a Solutions Expert supporting the eMedNY Architecture team, you will be trusted to provide comprehensive Medicaid Fiscal Agent services in the operations and enhancement of the statewide Medicaid Management Information Systems (MMIS). You will join a group of high performing Architects to work on mission critical systems with extremely stringent response time and continuous availability service level agreements. In this role, a typical day will include:

  • Perform architectural analysis and design for systems spanning the enterprise architecture portfolio
  • Partner with various business stakeholders and technology leaders to translate program requirements into technical solutions and system designs. Work closely with other members of the technology teams, including developers, SMEs and technical leads, to evaluate solutions and gain consensus on technical direction
  • Document and communicate architecture, estimates, and implementation plans to program stakeholders
  • Research, design, test, and evaluate new technologies and solutions. Maintain an organization-wide view of current and future business and architecture to provide solutions that integrate into the overall architectural vision and strategy
  • Support continuous improvement with creative and efficient solutions. Develop and suggest alternative approaches to problem resolution. Assist in resolving production support issues
  • Provide leadership and expertise in the development of standards, application governance, design patterns, and practices


  • Bachelor’s in Computer Science, Mathematics, Engineering, or a related field
  • 15+ years of experience in the Architecture field
  • Eight (8) years experience developing, deploying and supporting software applications.
  • Three (3) years experience in JavaScript MVC frameworks.
  • Two (2) years experience in Microservices and RESTful application development.
  • Two (2) years experience with legacy modernization and web legacy integration techniques and architectural patterns.
  • Two (2) years experience leading cross-functional teams.
  • Expertise in all stages of the software development lifecycle.
  • Collaborate with the rest of the engineering team to design and launch new features.
  • Maintain code integrity and organization.
  • Experience working with graphic designers and converting designs to visual elements.
  • Understanding and implementation of security and data protection.
  • Hands-on experience in modern Javascript MVC frameworks like Angular, React or Vue.
  • Experience in Java/Spring Boot microservice backend development.
  • Ability to lead and mentor development teams.
  • Ability to make technology decisions and manage technical debt for products that has significant security, availability and  performance service level agreements (SLA).
  • Ability to develop/deploy in AWS toolchain is a plus. Agile/Scrum development experience.
  • Experience in DevSecOps cultural transformation a huge plus.
  • Strong experience in application architecture and legacy modernization.
  • Ability to define technology strategy, win support, and help teams execute strategy .
  • Broad understanding of multiple technologies and the ability to deep dive into specific areas a needed.
  • Develop Architecture Decisions & recommendations by analyzing requirements, strategic needs.
  • Lead proof of concepts, pilot implementation, and champion new technology adoption.
  • Background in architecting highly available systems with stringent SLA requirements.
  • Strong performance engineering background with the ability to tune /redesign around performance and scale bottlenecks.
  • Assist CTO in budget planning and technology road mapping.
  • Provide oversight to multiple development organizations and ability to review architecture artifacts, design documents, code
