GDIT is seeking a Continuity Communications Subject Matter Expert to support secured communications for a homeland security client.  Role will be responsible for a wide variety of continuity communications roles.

​Must be local to the office.

Responsibilities may include the following:

  • Assist in the planning and implementation of client strategic communications initiatives
  • Provide presentations to client leadership outlining program initiatives, strategic planning and implementation strategies, and partner agency operations
  • Identify and prioritize key communications requirements relevant to the client’s strategic plan
  • Develop strategies to achieve highest effectiveness and return on investment for client’s continuity communications mission
  • Provide input and advice for best practices in improving the telecommunications readiness posture
  • Provided consultation for client leadership in joint agency stakeholder meetings
  • Represent client in interagency working groups relating to national continuity planning and policy
  • Review and evaluate agency standards, policies, and procedures, and liaise with other agencies for national security, emergency, and exercise planning

The ideal candidate will meet most the following criteria:

  • Highly knowledgeable in planning and coordinating emergency response activities pertaining to continuity of operations, continuity of government, mission essential functions, and national security programs
  • Understanding of High Altitude Electromagnetic Pulse (HEMP) capabilities and mitigation strategies to guard against associated damage to national security systems
  • Clear understanding of the strategic relationship between continuity community partner agencies
  • Experience working with the Crisis Management System (CMS), understanding of key facilities, and knowledge of how the system is used in application to continuity communications
  • Knowledgeable of Presidential Policy Directives (PPDs) and other key policy documents relevant to the implementation on continuity communications standards for clients designated in the Presidential line of succession
  • Experience and understanding of the operation of the Defense Red Switch Network (DRSN)
  • Understanding of the Joint Chiefs of Staff (JCS) Emergency Action Procedure (EAP) volume VI conferences
  • Understanding of the continuity communications infrastructure in and around Washington D.C.
  • Experience and understanding of the inner workings of the different government communications providers and their capabilities

Qualifications:

  • Available for travel within the continental United States for periods of time up to two weeks in support of mission activities.
  • Possesses an active TOP SECRET/SCI clearance and possesses eligibility requirements to access classified information.
  • Must possess excellent written and verbal communications skills with the ability to articulate complex mission information to members of U.S. Government’s leadership.
  • Be capable of establishing and cultivating friendly relationships with partner agency personnel, third party equipment providers, and sibling programs.
  • Must be self-sufficient and capable of maintaining required operational tempo when working autonomously or with minimal supervision.
  • Work location will be Bluemont, VA or Washington, D.C. with reimbursable travel in between.
  • Work hours are flexible, but contract staff must meet minimal requirements on a weekly basis. 
  • CONUS travel is at the request of the customer and may not be flexible under some circumstances.
  • Must have a Bachelor’s degree with 10+ years of relevant experience.
