A Senior Hyperion Financial Management Analyst will support the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Financial Business Operations strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans’ health care in an effective, timely and compassionate manner.  VA is the second largest employer of the Cabinet level Departments, employing over 340,000 employees.  Its mission includes meeting the benefit, medical, and burial needs of the nation’s Veterans, as well as acting as a backup to the Department of Defense (DoD), and a Federal Support Organization during national emergencies.  VA operates networks that include over 1000+ healthcare facilities comprised of hospitals, clinics, nursing homes and domiciliary, 120 National Cemeteries, and 58 Regional Offices that administer compensation, pension, education, insurance and loan guaranty programs. VA utilizes a customized version of American Management Systems (AMS) Federal Financial System (FFS) as its core Financial Management System (FMS).  FMS records varying levels of financial information associated with the operations of the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), National Cemetery Administration (NCA), and VA Staff Offices. FMS is used by approximately 5,000 VA fiscal employees.  Much of the financial information in FMS is created in other systems during the day and sent to FMS via flat files which are picked up and processed by a batch cycle during the evening.

GDIT is looking for a skilled Hyperion Financial Management resource with experience in government that is capable of supporting a full range of activities (including system enhancement, testing, integration, and operations support) to VA’s MinX application. VA transitioned from a lengthy manual process to produce quarterly and annual financial reports from FMS to an automated, repeatable process using a COTS based software tool. The VA implemented and is using Hyperion Financial Management (HFM) software to produce quarterly and annual consolidated financial statements.  The right candidate will be a Hyperion technical expert as well as having extensive financial management experience, specifically with the VA accounting process.

RESPONSIBILITIES:

  • Application administration and support for Oracle HFM Software
  • Providing day-to-day technical knowledge on how to utilize the MinX application
  • Resolving questions and issues related to connectivity and application design and function
  • Setting up a new fiscal year application each year within HFM
  • Generating Production Problem Reports (PPR’s) to apply necessary data load and reporting corrections
  • Directory Service implementation, deployment, maintenance, and product upgrades
  • Optimizing and maintaining deployed HFM software on both server and desktop environments
  • Deploy and maintain the SmartView Software – a Microsoft Excel plug in on individual desktops to query data in HFM
  • Investigating and recommending potential enhancements due to new product features available in the HFM product to further enhance reporting capability
  • Assisting with Disaster Recovery Planning and Implementation for all systems deployed and implemented over the task order lifecycle

QUALIFICATIONS

Required Skills and Experience

  • A master’s degree with 10 years’ experience or 10 years of additional relevant experience may be substituted for education
  • Experience generating and formatting month end and annual financial statements for a federal or other government
  • Experience and knowledge of financial management principles (Trial Balances, general ledger, account code structures, cost centers, etc)
  • Experience with data integrity or data remediation
  • Ability to obtain a Public Trust clearance
  • US Citizenship is required

Desired Skills and Experience

  • Experience working with the VA’s FMS system

The likely salary range for this position is $103,272 - $172,453, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
