The Naval Criminal Investigative Service (NCIS) is an organization of approximately 2,000 personnel of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the DON component with primary responsibility for criminal investigation, law enforcement (LE), counter-terrorism (CT), counterintelligence (CI), and cyber matters. NCIS not only has primary responsibility for all criminal investigative, CI, CT, and cyber matters within the Department of the Navy (DON), but it also has exclusive investigative jurisdiction in non-combat matters involving actual, potential, or suspected criminal, terrorism, sabotage, espionage, and subversive activities.
NCIS provides the DON with threat status and warnings associated with terrorist, criminal, cyber, and counterintelligence activity throughout the world. NCIS is the only DON organization that has the information and responsibility to fuse and analyze the national intelligence and law enforcement information necessary to provide these warnings.
The Information Technology Directorate (ITD) supports the NCIS core mission areas to investigate and defeat criminal, terrorist, and foreign intelligence threats by planning for and providing services through appropriate use of the people, equipment, technology, and infrastructure resources of the United States Navy and Marine Corps.
This position is part of the IT Technology Development division within the NCIS ITDS organization. Candidates will possess and perform the following:
Operate, troubleshoot, and modernize the cloud-based mobile device management (MDM) Exchange messaging and services for NCIS
Must have an understanding of Microsoft and MDM best practice solutions in a production environment with enterprise security requirements in mind
Must interact with system/network administrators, enterprise security, and senior government personnel
Additional duties as required:
Administers, configures, and maintains cloud-based MDM solutions (IBM MaaS360) to include (but not limited to) DoD STIG application and validation efforts
Integrates, administers, and maintains cloud-based anti-malware, data security and remote management app (Lookout) for smartphones and tablet
Troubleshoots iPhone and Android device activation and configuration issues, developing SOPs and processes for delegation
Creates and modifies application groups, policies, application configurations, and user groups within MDM IMB MaaS360
Configures and manages mobile device certificate capabilities using DISA's Purebred
Performs routine maintenance of Exchange 2019 and Exchange 2016 servers to include (but not limited to) operating system patches, software version updates, and DoD STIG application and validation
Installs and configures 2019 Exchange in support of 2016 upgrade efforts
Troubleshoots connectivity problems with Outlook 2019/2016, webmail, and ActiveSync connections
Integrates authentication and access with ADFS administrators to include troubleshooting access
Creates and manages SMTP relays on Exchange, as well as manages the SMTP gateways on the boundary
Troubleshoots Exchange 2016 and 2019 issues with SMTP transport, client access, and database health
Performs daily operations and maintenance of an availability group based Exchange environment to include capacity checks, logging, and overall system health
Recommends upgrade paths as applicable to include additional functionality rollouts
Proactively manages systems to provide consistent service uptime for user base
Responds in support of after-hours outage resolution (shares with other Exchange admin)
Supports enterprise patching efforts as required
Installs, configures, and integrates remote Exchange servers in support of off-site replication for DR solutions
Assists in troubleshooting Defense Messaging System problems with DMDS admin
Basic Qualifications:
Bachelor's degree in an Engineering related discipline; an additional 4 years of experience may be considered in lieu of degree
10+ years supporting DoD enterprise environments with experience with MDM, Exchange and preferably IBM MaaS360
Required: Current Security+ CE certification
Required: Active Top Secret clearance required to start w/ SCI eligibility
Preferred: MCSE + Messaging
Considered: MCSA + Messaging
