  • GDIT is seeking an Oracle APEX Developer - National Nuclear Security Administration (NNSA) to join our team supporting the U.S. Department of Energy’s (DOE) Office of the Chief Financial Officer (OCFO), Office of Corporate Information Systems to provide Operations and Maintenance (O&M) Support Services of their Corporate Business Systems (CBSOM). As the Oracle APEX Developer – National Nuclear Security Administration (NNSA) supporting the DOE Cost Collection Solution (CostEX), Cost Plan (Spend Plan) Solution, Budget Formulation (FormEX), and Advanced Data Visualization Solution (ADViS). You will support DOE’s Corporate Business Systems, used by over 14,000 users to fulfill the agency’s mission to promote energy independence, progress scientific research, and protect the nation through nuclear security.  

    You will be part of a 60+ person team supporting DOE on multiple task orders under our Blanket Purchase Agreement (BPA). BPA services include task order management, database management, IT security, Tier 1 help desk, support of various business applications for financial management and acquisitions management, and business intelligence. Services on this single award BPA with a Period of Performance through early 2028 will be performed at the DOE office located at 20300 Century Boulevard, Germantown, MD, 20874.     The National Nuclear Security Administration (NNSA) uses a variety of tools developed using Oracle Application Express (APEX), that are configured to provide the NNSA/Defense Programs (NNSA/DP) with the capability of analyzing mission objectives and planning against execution. The systems encompass activities related to the planning, programming, budgeting, and evaluation processes of the NNSA/Defense Programs and provides critical analysis of mission value to senior leadership. At its core is the ability to develop portfolios of any activities created within the systems and analyze the portfolios in a number of different ways using multi-dimensional analysis capabilities within the tools. The systems provide configurable forms, workflows, and web services that can be integrated with other CBS systems.

In this role, a typical day will include:  

    • Design, develop, and document new applications features and functionalities
    • Maintain and support existing applications on the APEX platform
    • Perform system analysis and system development tasks
    • Develop standard and customer defined reports and dashboards and provide support for ad hoc reporting
    • Maintain the interfaces between NNSA solutions and other CBS systems
    • Adhere to data architecture guidance
    • Development best practice methodologies such as the SDLC and Agile etc.
    • Continuously identify opportunities for application improvements, performance tuning and resolving issues
    • Provide technical expertise and guidance to staff and management
    • Work with Oracle Support on service requests
    • Possess excellent English written and verbal communication skills and the ability to prepare and conduct presentations and prepare written reports as required
    • Present project plans, status, and progress reports to the Project Managers


    • Bachelor’s degree in Computer Science, Information Systems, Engineering, Management, or other technically related discipline with at least 5 years of increasingly responsible and relevant experience. Without a degree 8 years of relevant experience is required. Two thirds of the experience need to be in Oracle Application Express (APEX)
    • Ability to effectively manage multiple competing priorities at any given time
    • Strong adaptability and capacity to work in fast-paced environments
    • Strong background with Oracle Application Express Development (APEX)
    • Data modeling
    • Oracle PL/SQL
    • JavaScript familiarity
    • Demonstrate strong analytical, critical thinking, troubleshooting, and data analysis skills to solve complex issues
    • Experience driving continuous improvement of business processes and technical operations 
    • Good team player, able to manage multiple assignments, and adapt to changing client needs
    • Outstanding written and verbal communication skills with the ability to present to business leaders
    • Must be able to obtain and maintain a DOE Clearance and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
    • US Citizenship
    • Preferred qualifications (optional)
      • Knowledge of Planning, Programming, Budgeting, and Execution (PPBE) process
      • Previous Department of Energy experience
      • Oracle Application Express, OBIEE and Tableau certifications
      • ITIL v3 or v4 certification
      • Experience with ServiceNow for incident management, problem management, and service request management
