Collects and analyzes complex information from system users and formulates the scope, objectives and solutions for systems needs with limited supervision.

Prepares moderately complex flow charts, models, and procedures along with conducting feasibility studies to design possible system solutions.

Performs preparation of systems specifications.

Under limited supervision, prepare and maintain technical documentation to guide system users and to assist with the ongoing operation, maintenance, and development of systems.

Applies practical knowledge of job area typically obtained through advanced education and work experience. May provide guidance to less-experienced personnel.

Performs detailed analysis and systems design.

May coach and review the work of less-experienced professionals.

JOB DUTIES

• Become the functional expert in Army ECOPS system used by all U.S. military branches for hiring under the NATO SOFA agreement
• Be able to formalize complex business requirements from multiple stakeholders into formalized processes
• Act as the interface between user requirements and development team. Create user stories and translate user needs into technical tasks that can be developed against
• Conduct User Acceptance Testing (UAT) on pre-production versions of ECOPS to obtain customer approval for production releases
• Identify and log bugs to be addressed in future software releases
• Identify areas for improvement in user interface and user experience to improve customer experiences
• Collaborate with USAREUR-AF G1 customer and ECOPS developer team to prioritize workload according to severity, customer need and available resources
• Provide technical documentation such as use cases, flow charts and UML diagrams
• Define and refine system documentation (user manuals, troubleshooting guides, administration guides, etc.)
• Perform tier I/II troubleshooting of ECOPS application
• May be asked to assist with user training on Defense personnel systems
• Assist users with navigating ECOPS program used by entire DoD. Accessing system, processing applications

DESIRED QUALIFICATIONS:

- BA/BS (or equivalent experience), 5+ years of experience

- Must be able to work with little supervision as well as in a team setting

- Excellent communication skills

- Good technical writing skills

- Experience with Agile teams and processes. Scrum experience a plus

- Knowledge with Kanban-based task boards and creating user stories, product backlog items, epics, bugs and features. Experience with Azure DevOps a plus

- Able to produce system diagrams: UML diagrams, use cases, flow charts, etc.

- Proficiency with diagramming software such as Visio

- Experience with producing system mock-ups a plus

Must be eligible for German TESA.

Must acquire ITIL Foundation within 90 days of hire.
