Job Description

Program Analyst

The Program Analyst supports the PVS Intelligence core mission areas by planning for and providing services through appropriate use of the people, equipment, technology, and infrastructure resources of the GDIT.

DESIRED QUALIFICATIONS: BA/BS, 2+ years’ experience

This position is part of the Front Office division within the PVS Intel organization.  This position performs the following functions:

Job Duties

Office Administration:  Support the Program Management Office by performing a variety of duties.

  • Perform complex administrative and analytical tasks to support Program Management office
  • Collect appropriate Credit Reports
  • Receive material documents via FedEx or Fax; scan, upload, organize, file and destroy documents in accordance with Customer requirements
  • Prepare shipments via Fedex for Program Management Office, or remote employees
  • Create and manage standard operating procedures
  • Escort facility employees between rooms for maintenance or to mobile shredding site.
  • Maintain inventory of office supplies and reorder when low
  • Transfer case files to disk and mail to Customer on a quarterly basis.
  • Analyze incoming FedEx notes by order of date and determine when/if destruction is needed

Invoicing/Subcontractor Management: Manage all aspects of Subcontractor invoicing and payment

  • Create invoices for subcontractors as requested for work performed
  • Review received invoices for accuracy and completeness
  • Prepare invoices for payment
  • Research and recommend best options for Time and Travel Requests
  • Resolve issues with invoices and payments
  • Audit invoices received versus invoices paid
  • Monitor and report invoice and resource usage data

Front Office: Facilitate Employee and Subcontractor Onboarding/Offboarding process.

  • Monitor new Employees and Subcontractors through the pre-onboarding, onboarding, and offboarding process, ensuring each step is completed and communicated appropriately
  • Manage daily flow of information between departments
  • Answer questions relating to Employee or Subcontractor status
  • Ensure proper Credential qualifications are met, manage Credential creation and ownership, and returns.
  • Generate weekly reports of new or returned credential statuses for submission to Customer.
  • Facilitate program communication through regular email and by publishing 2 monthly newsletters
  • Create training invoices and send to 1099s for payment after completion
  • Check program training completion for 1099s
  • Create import sheets for program software, such as OpenVPN, iKnow, and BISA
  • Send routine updates of pending status to each department as necessary.
  • Manage phone and email distribution list for Employees and 1099s

Support other departments in surge administrative needs (Quality phone calls, Case Initiation, development of any pending SOPs)

  • Participate and support process improvement initiatives.  Assesses programs/projects to identify process concerns through process audits and observations.  Provides operational assistance to address and resolve actions necessary for process compliance.
  • Understand system tasks (e.g., loading software, rebooting, VPNs) in support of hardware maintenance and operations functions.
  • Resolve technical problems and answers queries by telephone or self-service ticket in support of internal and/or outside customer computer hardware, software, network, system/application access, and telecommunications systems.
  • Superior organizational skills needed to create files, document, maintain and protect sensitive/PII data/information and proprietary reports, resulting from integrity queries/investigation

Desired Requirements:

  • Secret Clearance preferred, not required.
  • Preferred Bachelor’s degree or an equivalent combination of education and work experience.
  • Excellent time management and organization skills.
  • Must be proficient in Excel, Access, and Adobe Pro
