Join GDIT and be a part of the team of men and women that solve some of the world's most complex technical challenges. The Naval Criminal Investigative Service (NCIS) team is searching for a Senior Oracle Database Developer to join their program at Quantico, VA.

NCIS is an organization of approximately 2,000 personnel of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the DON component with primary responsibility for criminal investigation, law enforcement (LE), counterterrorism (CT), counterintelligence (CI), and cyber matters.  NCIS not only has primary responsibility for all criminal investigative, CI, CT, and cyber matters within the DON, but it also has exclusive investigative jurisdiction in non-combat matters involving actual, potential, or suspected criminal, terrorism, sabotage, espionage, and subversive activities. 

NCIS provides the DON with threat status and warnings associated with terrorist, criminal, cyber, and counterintelligence activity throughout the world.  NCIS is the only DON organization that has the information and responsibility to fuse and analyze the national intelligence and law enforcement information necessary to provide these warnings.

The Information Technology Directorate (ITD) supports the NCIS core mission areas to investigate and defeat criminal, terrorist, and foreign intelligence threats by planning for and providing services through appropriate use of the people, equipment, technology, and infrastructure resources of the United States Navy and Marine Corps.


  • Create dynamic web pages using HTML, Oracle mod_plsql, Oracle webforms and oracle apex

  • Maintain existing oracle mod_plsql packages, oracle and webforms and oracle apex

  • Create and maintain oracle tables

  • Design and maintain oracle packages

  • Create and maintain procedures to Create, Read, and Delete critical data

  • Manage data migration to include the migration plan, cleansing, transformation and testing

  • Maintain analytical systems, verifies the accuracy of the data, and acts as liaison with business

  • Maintain security and integrity controls

  • Perform data analysis/testing of the results of data migration scripts and stored procedures to verify and validate the successful migration of data from a legacy database to a new database (both Oracle 11g).

Basic Qualifications

  • Bachelor’s degree or equivalent; additional years of relevant experience may be considered in lieu of degree

  • 10+ years of experience with the following:

  • Oracle 11g or higher

  • Strong Oracle SQL, PL/SQL, and query performance tuning

  • Strong front end Scripting experience, JavaScript

  • Strong HTML, CSS, AJAX and JSON experience

  • Experience with Law Enforcement Data (major plus)

  • Experience in a fast-paced environment with a proven engineering, development, deployment, and maintenance of business-critical systems -- to include hands-on solutions development and implementation experience

  • Ability to translate technical issues into understandable business language for end users

  • Ability to establish and document new standards for quality, performance or productivity

  • Required: Current DoD 8570 - IAT Level II (GSEC, Security+ CE, SSCP, or CCNA-Security)

  • Required: Top Secret/SCI-level adjudication

Preferred Qualifications

  • Programming languages: HTML, Java Script, PL/SQL

  • Database: Oracle PL/SQL, RDBMS modeling, Data Integrity, SQL Developer/TOAD
