Budget and Procurement Analyst

Specific Tasks:

  • Provide program management and budget analysis.
  • Review of budget execution processes for fiscal year to assess, create internal operating procedures utilizing process flows, develop Standard Operating Procedures (SOPs), identify and validate existing practices to compare to best practices and provide a solution to implement best practices.
  • Provide interim and final after-action reports and recommendations to improve timeliness of financial transactions, control mechanisms to ensure quarterly allocations are in compliance with Budget Execution Plans (BEPs) and year end closeout procedures.
  • Collaborate with MSD and Business Operations Unit (BOU) analysts to streamline core training requirements and develop standard training program to develop job specific duties and functions.
  • Perform program management analyst and budget analyses duties and responsibilities.
  • Review budget execution processes for fiscal year to assess, create internal operating procedures utilizing process flows, develop Standard Operating Procedures (SOPs), identify and validate existing practices to compare to best practices and provide a solution to implement best practices. 
  • Provide interim and final after-action reports and recommendations to improve timeliness of financial transactions, control mechanisms to ensure quarterly allocations are in compliance with Budget Execution Plans (BEPs) and year end closeout procedures. 
  • Streamline core training requirements and develop standard training program to develop job specific duties and functions.  
  • Support financial management/budget execution/budget analysis in response to taskers, meetings, and deliverables.

You Have:

Ability to work independently and under pressure.

Ability to work cooperatively and collaboratively as a team member.

Ability to meet schedules and timelines consistently.

MS degree, with 5+ years of experience.

Experience in SharePoint, financial management systems, MS Teams.

Possession of excellent oral and written communication skills.

Experience with conducting problem identification, analysis, including research or information gathering, and identifying recommendations or resolutions under tight deadlines and time constraints.

Possession of excellent organizational and client service skills.

Clearance:

Current U.S. Customs and Border Protection (CBP) BI Clearance or Top Secret/Secret Clearance preferred or ability to obtain one.

This position requires being fully vaccinated against COVID-19 by January 18, 2022 or the start date, if after January 18. Individuals who work in or reside in Texas or Montana or work outside of the United States may be excluded from this requirement.
