HHS UFMS Operations Senior Manager

GDIT is seeking a well versed Software Development O&M Senior Manager to join our UFMS team.  As a technical operations manager, you will provide technical leadership to manage the daily service and delivery of program requirements. You will be the primary lead to respond to client requests, prepare and/or review client deliverables, identify and communicate risks along with preparing project plans.

RESPONSIBILITIES

• Manage daily operations for a software development program to include UFMS team of 20+ implementing web services and e-invoicing solutions for HHS
• Manage project scope, schedule, financials, project risks, team (employees and subcontractors), deliverables, and be primary GDIT contact for client project officer and COR. 
• Manage project tasks including security, functional and technical design, development, testing, security, and organizational change management. 
• Utilize professional judgment, critical thinking skills and research to improve program processes and resolve issues affecting program performance
• Help clarify requirements, and proposing solutions that meet business milestones as well as directing the technical implementations.
• Develop cost strategies, LOEs/BOEs/BOMs, and associated rationale

QUALIFICATIONS

Required Skills and Experience

• Bachelors and 10+ years of relevant experience or Masters and 8+ years related experience
• Working knowledge of Oracle Federal Financials
• Experience in leading Operations and Maintenance projects
• Working knowledge of the software development lifecycle
• Experience supporting HHS operating divisions
• Extensive experience in architecture and previous application development
• Experience developing cost strategies, LOEs/BOEs/BOMs, and associated rationale
• Experience in leading technical teams including defining architectural roadmap to meet business goals and end to end solutions
• Previous experiencing leading remote, geographically distributed teams

Desired Skills and Experience

• Project Management Institute (PMI) Project Management Professional (PMP) Certification
• Experience working with HHS financial management and/or acquisition management systems
• Experience with federal acquisitions, federal financials, specifically procure-to-pay business processes

The likely salary range for this position is $136,000 - $204,000. This is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
