The Contractor Program Manager (CPM) will be responsible for ensuring the execution of all functions specified in this SOW. The CPM will serve simultaneously as the CPM, CEL, and Senior Action Officer. Expectations for the CPM are as follows:
Approximately six (6) years or more of Program Management experience with projects of similar size, scope and complexity.
Relevant experience working with other IC organizations.
Must have excellent communication and writing skills.
The Program Manager will coordinate the activities of Contractor as well as subcontractor personnel. These tasks shall include but are not limited to:
Managing the contract to ensure all tasks are accomplished in a timely and complete manner.
Ensuring prime and subcontractor personnel are available, efficiently organized, and are qualified to meet the contract requirements.
Developing and executing a methodology for assessing priorities and resources when resolving conflicting project requirements.
Perform program control activities ensuring that appropriate program progress reports, financial performance reports, and other contractual performance information are provided, as stipulated in the contract, in a timely manner to assist in balancing cost, schedule, and risk.
Action Officer Skill Set
Demonstrated experience performing Action Officer tasks independently and leading teams.
Demonstrated experience managing federal acquisition requirements, Department of Defense (DoD) and Intelligence Community (IC) budget & finance, and National Security policy implementation.
Demonstrated experience performing systems engineering, project or program management.
Demonstrated experience overseeing drafting systems engineering technical language.
Knowledge of IC/DoD organizational structure, mission, vision, culture, values, philosophy and operating principles.
Demonstrated experience working with senior executives at multiple organizational levels.
In-depth knowledge and understanding of DoD/IC issues, policies, programs and procedures affecting the customer and its mission.
Proficient in the use of Microsoft Office and standard computer applications.
Skill to adapt to a rapidly changing work environment while maintaining flexibility and versatility.
Demonstrated experience fostering solid relationships that promote cooperation and communicate expectations.
Demonstrated experience analyzing situations and making well informed decision.
Demonstrated ability to pay close attention to details.
Ability to communicate effectively and concisely using a variety of styles and techniques appropriate to the audience.
Senior Tasks include:
Prepare and maintain a weekly summary of all open actions, TIER and internally assigned, that highlights key attributes such as due date, importance, assignee, coordination required, and status.
Lead, draft and streamline office support functions and provide quarterly summaries of recommended and implemented changes along with associated office or mission benefits.
Identify internal / external issues that may impact the customer and take appropriate action as approved by the US Government.
Develop, consolidate, coordinate and edit executive-level documentation to ensure consistency with organizational strategic objectives; apply an in-depth knowledge and understanding of DoD/IC issues, policies, programs and procedures affecting the customer.
Make recommendations and prepare briefings, point papers and other materials based on analysis of complex policy issues and documents.
Participate in external committees, IPT, working groups and task forces.
Ensure critical information is disseminated to internal and external agencies including the Office of Secretary of Defense (OSD), Office of the Director of National Intelligence (ODNI) and mission partner equivalent offices.
