The successful candidate will manage the Veterans Benefits Administration (VBA) pension automation with total responsibility for its success. The candidate will have deep knowledge of business process modeling and automation with an emphasis on agile software development. The Deputy Program Manager will work closely with VBA stakeholders to implement VBA pension rules and processes to produce definitive outcomes for each pension claim evaluated. This position requires knowledge of the support Veterans receive from the Department of Veteran Affairs. This candidate will oversee in all facets of pension automation managed service development and operation to include customer success factors and quality thresholds for production implementation. In addition, the candidate will be expected to review pension claim automation metrics and implement areas for improvement to gain higher pension automation efficiencies.

At GDIT, people are our differentiator. As a Deputy Program Manager supporting VBA, you will be responsible for the pension automation outcomes, processing efficiency, and customer satisfaction. This candidate will co-lead the team to prepare a Pension Automation Roadmap within the first 45 days of task order award, assemble a team of skilled technical and functional resources, define program risks and mitigation, establish both communications and change management plans. The candidate will also support all facets of internal GDIT program reporting and oversight, financial management, business processing, and staffing. The candidate will guide the implementation of the iBPM tool, ATO boundary extensions, and critical system interfaces to support the agency outcomes of pension intake, claim development and documented outcomes for VBA review.

Duties and responsibilities will include, but are not limited to:

  • Engaging and responding to specific pension claims identified by the COR or other VBA stakeholders
  • Reviewing trends for processing pension claims – incomplete data, off-ramps, awards and denials on a daily basis
  • Capture and report on quantity-based performance metrics used to track core project functions for status reporting and invoicing
  • Utilize professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance
  • Document VA requests via Action Items and develop materials to respond to these requests
  • Prepare ad hoc presentations and reports and present them to VA stakeholder
  • Support action item management and definition and mitigation of program risks
  • Support GDIT business processing requests (equipment allocation, subcontracting requisitions), reporting, and financial management (forecasting, actuals, subcontractor timesheets)

Minimum Requirements:

  • Bachelor’s Degree in business related field, engineering, or a related scientific or technical discipline with at least 5+ years of experience, or Master’s Degree with 4+ years of experience
  • Must have a current PMP
  • Must have 6+ years of progressive experience defining, implementing and managing project processes
  • Must have 4+ years of leading software development or business process automation projects or programs, particularly using iBPM or BPM tools, or PaaS
  • Must have 2+ years of experience managing contracts or task orders in excess of $10M annually
  • Must have at least 1 year of direct experience supporting VA programs
  • Must have previous government experience with CDRL-based contracts / Task Orders as a government employee or contractor
  • Good team player, able to manage multiple assignments, and adapt to changing client needs
  • Outstanding written and verbal communication skills with the ability to present business leaders
  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

  • Active VA access including assigned CAG and PIV

The likely salary range for this position is $152,000 - $228,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
