We combine deep insight into healthcare benefit administration policy and technology across all of CMS’s operational areas. The Quality Assurance Manager defines, implements, and measures repeatable processes for ensuring deliverables can consistently meet quality standards and contractual requirements. This position provides an opportunity to play a critical role in the migration of CMS’s legacy mainframe systems to modern cloud-based architectures, delivering improved scalability and lower total cost of ownership.
The Quality Assurance Manager will:
Participate in and tracks QA activities. Report on QA activities and maintains a project file with QA artifacts. Conduct process audits and reports on process adherence.
Provide operational assistance to project and works with project and QA management to identify and resolve quality issues determining whether it will meet the individual customer’s unique standards and expectations.
Work with technical team, project managers and other teams to recommend and implement necessary changes to the QA Program and the project.
Participate in and supports process improvement initiatives, to include CMMI and ISO activities.
Assess programs/projects to identify areas of concern/risks/process deficiencies through the conduct of process audits and observations. Provide operational assistance and mentoring to assigned projects to address and resolve actions necessary for process compliance.
Determine specific or implied project/contractual requirements for QA review and/or certification of work products/deliverables. Work with senior management to identify and resolve significant systemic and isolated quality issues.
Able to perform direct and advisory roles in oversight, planning and implementation of projects and initiatives. Conduct problem resolution and identify process improvements. Interface as needed at multiple levels of management, providing information and thought leadership in technical areas.
At least 7 years of experience in IT Quality Assurance with 3-4 years experience in a QA management role
Experience with automation of process monitoring and control
Working knowledge of industry standards relevant to federal contracting
Extensive experience with cloud and Agile-based QA tools.

Prior experience supporting the Centers for Medicare & Medicaid Services (CMS)
Working understanding of Medicare Advantage systems and data
