Job Description


Resource Manager Purpose:

This position manages the staffing for the 53rd Wing and 350th Spectrum Warfare Wing. Information Technology (IT) technical support for weapons and computer systems to support systems development and operations activities. The support this contract provides includes a wide variety of combat systems engineering network support, test and evaluation support, security (computer/physical/personnel), software, database and computer systems development, network systems operation support, project and configuration management, video teleconferencing (VTC), and operational test and evaluation support. 


Resource Manager Roles and Responsibilities

  • Serves as the Resource Manager for staffing for program and follow-on related task orders

  • Tracking staff onboarding status through transition and providing daily reports to the Transition Manager and the PMO.

  • Maintains staffing metrics for program, and provides weekly updates to management to include vacancies, hires, labor categories, resignations, removals and other staffing data.

  • Participates in weekly staffing meetings, assigns priorities to the recruiting team and other staff.

  • Schedules regular meetings with program managers to triage staffing needs for their programs.

  • Serves as a liaison between the recruiting team and program management team.

  • Manages staffing processes within the human capital database, and create requisitions as needed to appropriately staff the program.

  • Collaborates and works closely with other functions to include Contracts, Subcontracts, Security, Human Resources and Finance.

  • Communicates openings with subcontract companies and reviews subcontract resumes to ensure candidates meet contract LCAT requirements prior to sending to hiring manager for review

  • Drives business operations by monitoring the progress of projects, tasks, requisitions, offers, proposals etc.

  • Ensures staffing tracking tool is accurate and up to date.

  • Reviews future project requirements and develops strategies for future work.

  • Coordinate development of staffing deliverables and products.

  • Ensures quality of staffing product deliverables.



  • BA/BS degree or equivalent combination of education, technical training, or work/military/customer experience

  • 5+years of related experience

  • At least 2 years of HR or staffing focused experience


Desired Qualifications

  • Excellent customer service skills
  • Ability to manage multiple projects simultaneously

  • Experience using data management tools, and proficiency in Microsoft Office

  • Experience working in DoD Special Access Program (SAP) environments

  • Proven organization, problem solving and time management skills

  • Experience with staffing and recruiting software tools, such as Workday, is desired.

  • A Top Secret Security Clearance is required.
