Our work depends on a Deputy Program Manager joining our team to support the Centers for Medicare & Medicaid Services (CMS) activities at our GDIT Baltimore, MD office (This team is currently working 100% remote. Once COVID restrictions are lifted, you will have the opportunity to telework with manager and customer approval.)

As the Deputy Program Manager supporting CMS’ Healthcare Integrated General Ledger Accounting System (HIGLAS), you will be entrusted to be the right hand of the Program Manager, managing operations & maintenance, special projects and program budgets, while optimizing operational enhancements and continuous improvements.
HIGLAS is a very large complex system with approximately 3,000 total users, processing an average of 4.5 million transactional claim records per day which equates to over 1.2 billion annually. There are an average of 46,000 new account receivables and 168,000 payments processed per day along with 20,000 queries/reports run daily. Utilizing Oracle Federal Financials as the base application of HIGLAS, it provides CMS with a uniform financial management system to account for over $1 Trillion in outlays for healthcare each year across multiple lines of business.
In this role, a typical day will include:
Serving as the Government’s focal point in absence of the Program Manager
Collaborating with CMS to sustain operations & maintenance, create innovation, achieve efficiencies, and ensure successful financial management.
Managing the day to day operations of the program across all areas to include PMO, technical and hosting operations, application maintenance, and security.
Directly managing four Deputies/Team Leads and serving as a point of escalation, as needed.
Successfully managing program financials and GDIT compliance by meeting monthly financial, EVM and SLA reporting.
Maintaining responsibility, accountability and authority for directing and managing performance, specifically related to the program’s infrastructure, operations, Oracle E-business suite (HIGLAS), Hyperion (CBS), Identity Management (HIDM) and Business Intelligence (HBI) applications services.
Providing leadership, supervision and guidance for all contractor personnel, inclusive of subcontractors/teaming partners.
WHAT YOU’LL NEED:
Bachelor’s degree in Computer Science, or related area; and no less than 5+ years in a Program Management role on a federal government contract of similar size and contract value (equivalent combination of education and experience such as Master’s and/or combination of technical experience and certifications).
Experience managing a Program of 200+ resources with an annual contract value of greater than $50M.
Experience managing program financials consisting of Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) contract types.
Strong technical background including experience in a similar mission critical technical environment including ITSM, ServiceNow and Agile, with a significant number of direct staff.
Proven skills in technical and systems operations problem resolution, systems and resource utilization.
Experience organizing, directing, and managing teams, projects, daily operations, batch processing and functions involving complex, inter-related activities.
Experience managing the client interface at senior levels of an organization.
Experience and ability to manage a program with Earned Value Management (EVM)requirements and compliance of a CMMI Level 4 program for development and services.
Prior experience managing subcontractors cost and performance.
Prior experience working on a program with a base application of Oracle Federal Financials is preferred.
Experience developing technical presentations and/or writing and presenting business case and white papers or writing and contributing to industry proposals is a plus.
Experience developing Basis of Estimates (BOE) and budgetary estimates is preferred.
Ability to obtain a Public Trust and have resided in the US 3 out of the last 5 years per contract requirements.
