In support of Task C.4.2 Security Operations Support and C.4.5 International Security Support Services, the contractor shall support the Government in establishing security requirements for OCONUS Maintenance Repair Overhaul & Update (MRO&U), Depot, and Supply Warehouse facilities for assigned operations.  The contractor shall assist in the development of all pertinent security documentation to include security protocols, Security Aspects Letters, and any associated documentation required for Foreign Cleared Defense Contractors. The contractor shall provide risk analysis and mitigation recommendations regarding supply chain risk management. The contractor shall coordinate and assist with all International Industrial Security Support Services activities in support of the F-35 JPO located in Arlington, VA.   The International Industrial Security Specialist shall possess a minimum Secret clearance with a Periodic Reinvestigation no older than five years and ability to obtain a Top Secret.  It is required that the International Industrial Security Specialist possesses the following qualifications:

The contractor shall provide SSAT support to the F-35 JPO in Arlington, VA.  SSAT is a multi-discipline team that goes out to future operational sites and evaluates what is needed from facilities, resources, manpower, and information systems in order to accept deliverance of the F-35 aircraft.  The contractor shall work with the sites to ensure all shortfalls are remedied and improvements are made to meet their required delivery dates.  The SSAT team is currently working with over 30 OCONUS sites and 25 CONUS sites to be activated over the three (3) year PoP of this TO.  This subtask requires extensive CONUS and OCONUS travel (an average of three (3) weeks a month; 50 percent of the travel is OCONUS; travel includes multiple concurrent trips).  Extended work hours are required to support this subtask.  The contractor shall provide site activation security support services to include, but not limited to, the following:

*             Brief and coordinate SAP and collateral security requirements for USAF, USN (to include carrier integration), USMC (to include L class ship integration), and International bed down sites in support of SSAT SAIT activities.

*             Provide expertise to all sites (CONUS/OCONUS) IAW F-35 DoD Manuals.

*             Maintain and monitor security activities until SAP and GENSER facilities are formally accredited and accepted.  Accreditation of the facilities is IAW JAFAN 6/9or ICD 705 Technical Specifications and accreditation of the information systems must be RMF and JSIG compliant.  The contractor in conjunction with the security personnel at the international and U.S. sites shall monitor construction for accuracy, ensure accreditation paperwork is generated appropriately and resources/manpower are scoped appropriately.  The contractor shall perform the following:

*             Work with the USAF, USN, USMC, and international security managers as they build and prepare their facilities for the F-35 AS. 

*             Track the build schedules for the facilities to ensure manpower, construction, and documentation are developed and completed in an accurate and timely manner.

*             Identify security clearance and SAP access requirements for handling classified hardware and information for F-35 air and ground systems at bed down sites.  Provide the requirements to the USAF, USN, USMC, and international personnel in writing by integrating them into the site activation plan.

*             Review, analyze, and monitor floor plans, diagrams of electrical and communications wiring, heating, ventilation, air conditioning (HVAC) connections, and security equipment layout (to include the location of intrusion detection equipment) for bed down commands and classified facilities. 

*             Assist the services in defining facility and infrastructure requirements to meet F-35 bed down for all sites. 

*             Coordinate and participate in the development of CONUS and OCONUS Facilities Requirements Documents (FRDs), that have been developed by LM, outlining the security requirements for both collateral and SAP facilities IAW DoD 5200.1-R and IAW JAFAN 6/9 or ICD 705 Technical Specifications.  The contractor shall work closely with LM and the other SSAT team members to refine the FRD.

Required qualifications:

knowledge with JAFAN 6/9 or ICD 705, SAP or GENSER, Demonstrated in-depth knowledge of the Supply Chain Risk Management, DoD Directives, IC Directives, and NISPOM.

*       With BA/BS degree, minimum of seven (7) years specialized security experience which includes Physical Security discipline.

*        If no BA/BS, possess a minimum of ten (10) years specialized security experience which includes Physical Security discipline.

Preferred qualifications:

International experience for security, DoD 5205.07 v1-4, ICD 704, Knowledge of RMF and JSIC compliant systems
