Our work depends on a Data Analytics and Reporting Manager joining our team to remotely support the Centers for Medicare and Medicaid Services (CMS) activities for the Marketplace Assister Technical Support (MATS) program. This program supports in-person assisters with technical support services to enhance their knowledge and skills so that they can facilitate enrollment in insurance coverage, Medicaid, and the Children’s Health Insurance Program (CHIP) through the Affordable Care Act of 2010.

As a Data Analytics and Reporting Manager supporting CMS, you will be trusted to manage the analytical tools and data analysts for the MATS program. You will work closely with CMS and program leadership to develop data analysis automation and reporting needed to monitor business performance and identify insights and opportunities for optimization. You will need to have an aptitude for understanding working with complex data to identify trends and variations that impact performance. You will also be required to collaborate and communicate reports and analytic findings effectively with stakeholders across the program. In this role, a typical day will include:

  • Leading a team of data/reporting analysts in the design, development, and delivery of high-quality reports and dashboards.

  • Building, developing, and maintaining repeatable, accurate, and credible metrics, dashboards, and reports, which will often require leading cross-functional efforts to build alignment and standardize definitions. This includes leveraging technology such as Tableau and Python to automate, streamline, and integrate processes.

  • Assessing data sources to optimize quality and accuracy of reporting output.

  • Overseeing the delivery of reports, dashboards and insights that analyze key operations and performance metrics.

  • Managing team performance, including adherence to deadlines and quality of deliverables.

  • Supporting stakeholder and program team member understanding of the analytical tools available.

  • Participating in the process that oversees report and data requests. Identifying and implementing improvements to optimize the intake, data validation, data analysis, and reporting processes.

  • Providing input, preparing, and presenting technical reports/briefings based on the expert interpretation of analyzed data,

  • Participating in meetings to provide assistance with technical inquiries related to system implementations, as needed.

  • Preparing management reporting and presentation materials.

  • Identifying opportunities to improve operational performance by identifying trends and sources of variation.

  • Understanding the strategic goals of the customer and goals of business functions in order to provide insights to senior-level stakeholders and leadership relative to opportunities to achieve those goals.

  • Recommending changes to the overall system or network to ensure service to the customer.

  • Perform ad hoc analysis and other duties as assigned.

WHAT YOU’LL NEED:

  • Bachelor’s degree + 5 years related experience, or Master’s degree

  • 5+ years of experience working on Reporting and Data Analytics design and development, including working knowledge of data mining principles, advanced analytical concepts, and statistical modeling techniques, in enterprise environments or business consulting organizations

  • Expert information visualization experience in turning data into professionally designed dashboards with meaningful insights.

  • Expert using MS Office, including Excel, PowerPoint, and Access

  • Significant hands-on experience working with Tableau and Python/R code.

  • Experience supervising/managing and mentoring a team.

  • Candidate must have lived in the United States at least three (3) out of the last five (5) years.

  • Candidate must be able to obtain Public Trust clearance.

PREFERRED QUALIFICATIONS:

  • US citizen or a Green Card holder

  • Significant hands-on experience working with SQL

  • Exposure to JavaScript

  • Salesforce and Salesforce Visual Force experience

  • Healthcare Service Industry or Center for Medicare and Medicaid Services (CMS) experience

  • Ability to handle Salesforce data migrations

  • Experience with preparing data files using Excel to load with Apex Data Loader

  • Ability to analyze existing tools and databases and provide software solution recommendations.

  • Ability to translate business requirements into non-technical, lay terms.

  • High-level experience in methodologies and processes for managing large scale databases.

  • Experience working in an Agile environment

  • Experience working with JIRA, Confluence, and SharePoint

  • Ability to manage time effectively, to work under time pressure, to meet schedules and deadlines, to multi-task, to plan, organize and prioritize work assignments and pay close attention to detail

The likely salary range for this position is $112,000 - $168,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
