Phase-In Manager (Cybersecurity Change Management)

Our work depends on a Phase-In Manager joining our team to support NASA activities at NASA HQ in Washington D.C.

As a Phase-In Manager supporting NASA, you will be trusted to lead and oversee the planning and activities on a Cybersecurity consolidation contract to ensure continuity, and a smooth transition of services and operations across the sites as they come onto the new contract


  • Provide technical, administrative, and operational management of the phase-in of contract activities and provide regular status to the PM
  • Prepare the team for assuming contractual and technical responsibilities within 60 days of contract award
  • Lead comprehensive phase-in process that facilitates task planning development, staffing, training, knowledge audits, and frequent check-ins on customer satisfaction
  • Coordinate with existing Contractor Phase-Out Teams and ensure continuity of services are maintained at a consistently high level without disruption
  • Conduct site surveys, reviews, inventories, and reviews to assess the functions, technology, workforce, mission impacts, and stakeholder needs
  • Develop and maintain phase-in plan which addresses how ongoing work will be transitioned along with schedule and ensure that the plan incorporates playbooks and checklists to guide discovery and knowledge transfer along with proactive communications and outreach to all stakeholders
  • Prioritize critical phase-in needs; subcontractor SOW; perform early incumbent capture; rapidly fill positions; complete onboarding, orientation, and training of personnel; and timely processing of the Personal Identify Verification (PIV) requirements
  • Coordinate development of and ensure quality of required phase-in deliverables
  • Attend regular meetings with leadership, stakeholders, and technical teams
  • Meet with PM and COR regularly to discuss milestone status, hiring status, risks, pending decisions, critical operations activities, and open issues
  • Oversees daily phase-in status meeting to review status, schedule, milestone progress, metrics, and issues/risks
  • Support knowledge transfer efforts and development of an effective roadmap
  • Support performance management and contingency planning and risk mitigation needs
  • Ensure contract compliance and effective communications and integration in the execution of all activities


  • Bachelor’s degree in business or technical discipline with 5 years of relevant experience, or equivalent combination of education and experience
  • Demonstrated experience in contract phase-in/transition activities for large, complex programs
  • Demonstrated management and leadership skills
  • Demonstrated administrative and organizational skills
  • Ability to manage multiple projects simultaneously
  • Must have excellent communication skills (oral and writing).  Will interact with the government customer, leadership and technical teams so skills and experience in this area is preferred
  • PMP certification preferred
