GDIT is seeking a Sr. Program Manager in Falls Church, VA, to serve as Program Manager on a Department of Homeland Security (DHS) program serving the National Security and Emergency Preparedness (NS/EP) community. In this position, you will perform a leadership role for GDIT’s contract to support the Office of Emergency Communications (OEC) Priority Telecommunications Services (PTS), delivered through telecommunications service providers’ public networks. PTS provides priority voice, video and data communications to the NS/EP community in times when the public telecommunications networks are experiencing stress due to natural or man-made disasters, such as hurricanes, earthquakes, terrorist attacks or other acts of war. The OEC’s PTS mission is to ensure NS/EP users have a high likelihood of successful communications when public telecommunications networks are experiencing congestion of up to 25 times their normal load.
Candidate must be local to the area. Contract requires US Citizenship.
Must have a Secret or Top Secret clearance.
This GDIT position offers a unique opportunity to assume a leading role in the U.S telecommunications industry’s support of U.S. National Security at a time of increased national risk. The scope of your engagement will encompass all major U.S. telecommunications service providers, their network vendors, current and emerging telecommunications technologies, telecommunications standards, Federal telecommunications policy, and National Security / Emergency Preparedness policy and programs.
Manage delivery of program services across all functional areas: carrier services, service verification, sustainment engineering, performance assessment, support systems, service center
Identify and pursuit of new business initiatives
Manage a program staff of 50+
Maintain currency on U.S. telecommunications industry technology and services and provide area expertise to the program and customer
Maintain currency on FCC telecommunications policy that affect NS/EP telecommunications and provide area expertise to the program and customer
Manage program financials to meet program financial goals
Track Gov’t funding to DHS and specifically the OEC
Interface with customer to understand customer needs and maintain customer relationship
Ensure delivery of milestones on schedule
Review and approve all deliverables
Ensure Quality Assurance Surveillance Plan is met
Masters or equivalent in relevant field; PMP preferred; MBA desirable
10 years of experience with a minimum of 5 years in work related to wireline / wireless telecommunications industry including Public Switched Telecommunications Network and services. At least 5 years in a program/project management role
Leadership experience and skills, with exceptional interpersonal and communications skills to work effectively with the team of 50+, GDIT management, and the customer
Ability to obtain Public Trust, Enter of Duty (EOD) suitability
Secret clearance from Department of Homeland Security at date of hire preferred
Desirable. Experience supporting and managing Federal Government contracts
Desirable. Experience with National Security / Emergency Preparedness and/or public safety programs and functions
