Job Description

GDIT is looking for a Program Analyst Principal to join our National Institutes of Health (NIH) CIT Hosting and Storage Services Program. 

We are seeking an experienced and forward-thinking program analyst to establish and mature the practices used to plan, prioritize, execute, and communicate technology projects across a complex enterprise IT program. Our ideal candidate combines strong project management expertise with deep knowledge of Agile delivery practices and a passion for developing processes, tools, and reporting that improve execution, transparency, and accountability. 

This individual will oversee a portfolio of infrastructure, cloud, security, modernization, and service improvement projects while serving as the program’s subject matter expert for project management and Agile delivery. In addition to managing projects, they will establish a consistent project management framework spanning demand intake, assessment, prioritization, capacity planning, execution, risk management, and reporting. They will serve as Scrum of Scrums Master across technical teams, support acquisition planning and tracking, and partner closely with the Program Manager and technical leadership to continuously improve how work is planned and delivered across the program. 

 This is a HYBRID role - 3 days on customer site in Bethesda MD.   

This role will require you to obtain and maintain a Public Trust and will require you to provide onsite fingerprinting at a designated facility.  This investigation may review personal and criminal behavior, financial conduct, foreign influence, as well as other adjudications.  

Responsibilities: 

  • Establish, implement, and continuously improve a program-wide project management framework encompassing project intake, assessment, prioritization, planning, capacity and resource management, execution, risk and issue management, change control, status reporting, and project closeout. 
  • Oversee the program’s portfolio of technology projects, working with Team Leads, engineers, customers, and stakeholders to establish scope, schedules, milestones, dependencies, resource requirements, risks, and priorities and ensure projects remain on track through successful completion. 
  • Develop and maintain project portfolio dashboards, reporting, and management tools that provide leadership with clear visibility into project health, schedules, milestones, risks, dependencies, resource capacity, demand, and overall program execution. 
  • Serve as the program’s Agile and project management SME and Scrum of Scrums Master, establishing consistent Agile practices across teams, facilitating cross-team planning and coordination, identifying dependencies and impediments, and coaching teams and leaders on effective Scrum and Agile delivery. 
  • Establish and manage processes and tooling for acquisition planning and tracking, coordinating purchases of hardware, software, services, subscriptions, and annual maintenance renewals to ensure requirements, funding needs, procurement actions, dependencies, renewal dates, and delivery status are visible and proactively managed. 
  • Support the Program Manager with broader program management activities, including planning, customer and leadership reporting, risk and issue management, financial and resource coordination, meeting facilitation, action tracking, and other strategic or operational priorities. 
  • Drive continuous improvement and modernization of program management practices by identifying inefficient or manual processes and implementing standardized workflows, automation, dashboards, collaboration platforms, and emerging technologies such as AI to improve efficiency, data quality, decision-making, and customer experience. 

Required Qualifications: 

  • BS/BA and 8+ years of relevant experience, or equivalent experience, in project management, program management, information technology, business, or a related discipline. 
  • Significant experience managing multiple concurrent technology projects within a complex enterprise IT environment, including projects spanning infrastructure, cloud, cybersecurity, application hosting, or technology modernization. 
  • Experience establishing or maturing project management processes, governance, reporting, and tooling rather than solely executing within an existing project management framework. 
  • Demonstrated experience applying Agile and traditional project management methodologies based on the nature and requirements of the work being delivered. 
  • Experience working directly with technical leaders, engineers, customers, senior leadership, and other stakeholders to drive project execution and resolve risks, dependencies, and competing priorities. 

Preferred Qualifications: 

  • PMP certification and Agile/Scrum certifications such as Certified ScrumMaster (CSM), PMI-ACP, SAFe, or comparable credentials strongly preferred. 
  • Experience supporting federal government, healthcare, or similarly regulated technology programs and using automation, analytics, or AI-enabled tools to modernize project, portfolio, acquisition, or program management processes.

Salary and Benefit Information

The likely salary range for this position is $110,500 - $149,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
