EHR Deputy Program Manager – Operations

While reporting to the overall Program Director, the HER Deputy Program Manager – Operations position plays a pivotal role in supporting program leadership and managing the Program Management Office (PMO) functions to ensure successful program execution. This position combines hands-on program management responsibilities with strategic oversight of PMO processes, governance, and best practices. 

The role requires collaboration across project teams, stakeholders, and leadership to deliver projects on time, within scope, and on budget while driving continuous improvement across a Large Federal EHR Program portfolio. Collaborates with management, , clinical, business, financial and operational staff, and other IT groups. Provides support for the planning, acquisition, management, and implementation of systems and applications necessary to support the clinical, business, financial, and operational needs.
 
Key Responsibilities:
• Assist the Program Manager in the overall planning, coordination, and execution of program activities.
• Lead and manage PMO operations, including process development, governance, documentation, and performance tracking.
• Lead and manage the Task Order Managers.
• Oversee project schedules, resources, deliverables, and program performance metrics.
• Manage task order execution, including tracking, compliance, and reporting.
• Drive budgeting, financial forecasting, cost control, and financial reporting efforts.
• Monitor program risks and implement mitigation strategies.
• Act as the primary point of contact in the Program Manager’s absence.
• Facilitate collaboration among cross-functional teams, subcontractors, clients, and external partners.
• Ensure adherence to organizational policies, contract requirements, and regulatory standards.
• Prepare detailed reports, dashboards, and executive briefings for senior leadership and stakeholders.
• Lead continuous improvement initiatives to enhance program and PMO effectiveness.
• Support resource management and prioritization across the program portfolio.
• Ensure thorough documentation and record-keeping for all program and PMO activities.
• Foster a positive, productive team environment and mentor junior staff.
• Oversee the PM Center of Excellence: Defining PM SOP and reporting to drive consistency across the program.
• Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation.
• Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
• Supervises the business development activities at all stages, including the preparation and review of technical and cost proposals.
• Supervises program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.
• Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.
• Prepares and provides various reports and technical reviews to senior management as requested.
• Ensures compliance with relevant corporate and government policies and standards.
 
WHAT YOU’LL NEED:  
• Bachelor’s Degree in Computer Science, or HealthCare field
• Must have proven experience successfully implementing Electronic Health Care systems (Cerner preferred).
• 10+ years of experience in software implementations, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience. 
• 5+ years of supervisory experience in healthcare environment
• 5+ years of  experience working on large federal projects
• Experience in managing multiple concurrent projects with success in meeting budget, timeline, quality expectations.
• Experience setting policies, procedures, equipment standards, and documentation standards.
• Ability to obtain Public Trust level 5 clearance.
• Ability to travel up to 25%
• This a remote-based role with preference for candidates in the VA/DC/MD region.


PREFERRED SKILLS AND EXPERIENCE: 
• Experience with Indian Health Services preferred
• Strong experience with MS Office suite of products. 
• Strong organizational skills
• Excellent interpersonal skills
• Ability to work at the Enterprise level, working and coordinating efforts across numerous resources, sub-contractors and stakeholders. 
• Excellent communication, organization, and analytical skills. 
• Ability to multi-task and handle changing priorities in a fast-paced environment. 
• Ability to communicate complex ideas clearly and simply. 
• Experience in Cloud based architecture a plus.

Salary and Benefit Information

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
